RULE 3: General definitions

REGULA 3: Definiii generale

a) The word vessel includes every description of water craft, including non-displacement craft and
seaplanes, used or capable of being used as means of transportation on water.

b) The term power driven vessel means any vessel propelled by machinery.

c) The term sailing vessel means any vessel under sail provided that propelling machinery, if fitted,
is not being used.

d) The term vessel engaged in fishing means any vessel fishing with nets, lines, trawls or other
fishing apparatus which restrict manoeuvrability, but does not include a vessel fishing with trolling lines or
other fishing apparatus which do not restrict manoeuvrability.

e) The word seaplane includes any aircraft designed to manoeuvre on the water.

f) The term vessel not under command means a vessel which through some exceptional
circumstance is unable to manoeuvre as required by these Rules and is therefore unable to keep out of the
way of another vessel.

circumstane, nu este n stare s manevreze aa cum cer prezentele reguli i deci nu se poate ndeprta
din drumul altei nave.
g) The term vessel restricted in her ability to manouvre means a vessel which from the nature
of her work is restricted in her ability to maneuver as required by these Rules and is therefore unable
to keep out of the way of another vessel. The term "vessels restricted in their ability to maneuver" shall
include but not be limited to:
i) a vessel engaged in laying, servicing or picking up a navigation mark, submarine
cable or pipeline;
ii) a vessel engaged in dredging, surveying or underwater operations;
iii) a vessel engaged in replenishment or transferring persons, provisions or cargo while
underway;
iv) a vessel engaged in the launching or recovery of aircraft;
v) a vessel engaged in mineclearance operations;
vi) a vessel engaged in a towing operation such as severely restricts the towing vessel
and her tow in their ability to deviate from their course;

a unei conducte submarine:
i) navele ocupate cu lansarea sau ntreinerea mijloacelor de ntreinere a navigaiei, a
unui cablu sau a unei conducte submarine;
ii) navele angajate n cercetri sau lucrri sub ap;
iii) navele care, n timp ce se afl n mars fac alimentare cu combustibil sau transbord
de persoane, provizii sau marf;
iv) navele nave ocupate n lansarea sau recuperarea aeronavelor;
v) navele angajate n operaiuni de dragare a minelor;
vi) navele angajate n operaiuni de remorcare care ngreuneaz mult capacitatea
remorcherului i remorcii sale de a modifica drumul.
h) The term vessel constrained by her draught means a power-driven vessel which, because of her
draught in relation to the available depth and width of navigable wter, is severely restricted in her ability to
deviate from the course she is following.

 i) The word underway means that a vessel is not at anchor, or made fast to the shore, or aground.
i) Expresia n mar se aplic oricrei nave care nu este nici la ancor, nici legat la mal
(geamandur), nici euat.
j) The words length and breadth of a vessel mean her length overall and greatest breadth.
j) Termenii lungimea i limea unei nave nseamn lungimea sa peste tot i limea maxim.
k) Vessels shall be deemed to be in sight of one another only when one can be observed visually
from other.
k) Navele trebuie s fie considerate ca fiind n vedere numai cnd una dintre ele poate fi observat
vizual de ctre cealalt.
l) The term restricted visibility means any condition in which visibility is restricted by fog, mist, falling
snow, heavy rainstorms, sandstorms or any other similar causes.
l) Expresia vizibilitate redus nseamn orice situaie n care vizibilitatea este redus din cauza ceii,
burniei, ninsorii, averselor puternice de ploaie, furtunilor de nisip sau oricrei cauze asemntoare.

RULE 21: Definitions

REGULA 21: Definiii
a) "Masthead light" means a white light placed over the fore and aft centerline of the vessel showing
an unbroken light over an arc of the horizon of 225 and so fixed as to show the light from right ahead to
22.5 abaft the beam on either side of the vessel.

b) "Sidelights" means a green light on the starboard side and a red light on the port side each
showing an unbroken light over an arc of the horizon of 112.5 and so fixed as to show the light from right
ahead to 22.5o abaft the beam on its respective side. In a vessel of less than 20 metres in length the
sidelights may be combined in one lantern carried on the fore and aft centerline of the vessel.

c) "Sternlight" means a white light placed as nearly as practicable at the stem showing an unbroken
light over an arc of the horizon of 135o and so fixed as to show the light 675 from right aft on each side of
the vessel.

d) "Towing light" means a yellow light having the same characteristics as the "stemlight" defined in
paragraph (c) of this Rule.

e) "All-round light" means a light showing an unbroken light over an arc of the horizon of 360.

f) "Flashing light" means a light flashing at regular intervals at a frequency of 120 flashes or more per
minute.

RULE 32: Definitions

a) The word "whistle" means any sound signaling appliance capable of producing the prescribed
blasts and which complies with the specifications in Annex III to these Regulations.

b) The term "short blast" means a blast of about one second's duration (.).
