Rezumat
Costurile administrării pot fi estimate utilizând comparaţia cu onorariile actuale percepute
de alţi participanţi pe piaţă. În momentul în care costurile de administrare ale unui activ
financiar sau ale unei datorii financiare sunt semnificative şi alţi participanţi la piaţă ar
avea costuri comparabile, emitentul le-ar lua in considerare la determinarea valorii juste a
acelui activ financiar sau a acelei datorii financiare. Este probabil ca valoarea justă la
începerea unui drept contractual pentru onorarii viitoare să fie egală cu costurile de
iniţiere plătite pentru acestea, cu excepţia momentului în care onorariile viitoare şi
costurile conexe nu se încadrează în valorile comparabile pe piaţă. Cea mai bună dovadă a
valorii juste o reprezintă preţurile cotate pe o piaţă activă. Dacă piaţa pentru un
instrument financiar nu este activă, entitatea stabileşte valoarea justă utilizând o tehnică
de evaluare. Obiectivul utilizării unei tehnici de evaluare este acela de a stabili ce preţ de
tranzacţie s-ar fi obţinut la data evaluării într-o tranzacţie desfăşurată în condiţii obiective
motivată de consideraţii normale de afaceri. Tehnicile de evaluare includ utilizarea
tranzacţiilor recente de pe piaţă desfăşurate în condiţii obiective între parţi interesate şi în
cunoştinţă de cauză, dacă există, referiri la valoarea justă actuală a unui alt instrument
care este în cea mai mare parte acelaşi, o analiză a fluxului de trezorerie decontat şi
modele opţionale de stabilire a preţului.
Introducere
La baza definiţiei valorii juste stă presupunerea că o entitate respectă principiul
continuităţii activităţii fără a avea nicio intenţie sau vreo nevoie de a lichida sau de
a elimina în mare masură mărimea operaţiunii sale sau de a se angaja într-o
tranzacţie care nu va avea rezultate negative. Valoarea justă nu este deci valoarea
pe care o entitate ar primi-o sau ar plati-o într-o tranzacţie forţată, lichidare
involuntară sau vânzare forţată. Totusi, valoarea justa reflecta calitatea creditului
instrumentului.
Valoarea justă a unei datorii cu o caracteristică de a fi ―la vedere‖, de exemplu un
depozit la vedere, nu este mai mică decât suma platită la vedere, actualizată de la
prima dată de la care s-ar putea cere plata sumei.
Concluzii
Multe entitaţi utilizează informaţiile privind valoarea justă pe plan intern pentru
determinarea poziţiei lor financiare generale şi pentru a lua decizii legate de
activele financiare şi datoriile financiare. Ele sunt relevante, de asemenea, pentru
multe decizii luate de utilizatorii situaţiilor financiare, deoarece, în alte
circumstanţe, ele reflectă raţionamentul pieţelor financiare în legătură cu valoarea
actualizată a viitoarelor fluxuri de trezorerie preconizate aferente unui instrument.
Informaţiile legate de valoarea justă permit comparaţii ale instrumentelor
financiare care au în esenţă aceleaşi caracteristici economice, fără să se ţină seama
de scopul în care sunt deţinute şi de moment sau de către cine au fost emise sau
dobândite. Valorile juste furnizează o bază neutră de evaluare a diligenţei
conducerii prin indicarea efectelor deciziilor sale de cumpărare, vânzare sau
deţinere de active financiare şi de asumare, menţinere sau scutire de datorii
financiare.
Atunci când o entitate nu evaluează un activ financiar sau o datorie financiară în
bilanţul său contabil la valoarea justă ea trebuie să furnizeze informatii legate de
valoarea justă, prin prezentări de informaţii suplimentare, pentru a-i ajuta pe
utilizatori să compare entităţile pe o bază consecventă.
Furnizarea informaţiilor aferente valorii juste nu este solicitată pentru investiţiile în
instrumente de capitaluri proprii şi instrumente financiare derivate necotate legate

Rezumat
Peter Drucker spunea: “Vremurile de turbulenţă sunt periculoase, dar cel mai mare
pericol este tentaţia de a nega realitatea.” (Drucker, F. Peter 2006). Articolul se bazează
pe o realitate: există numeroase concepţii, considerate a fi general valabile, adoptate fără
a fi studiate, ce se menţin din inerţie, dar care pot avea efecte dramatice. Articolul
evidenţiază percepţia oamenilor asupra raportului de interdependenţă dintre
departamentele de producţie şi cel de marketing, acestea fiind privite ca două componente
ale oricărei companii. Problema practică prezentată în cadrul articolului identifică o idee
preconcepută, menţinută şi reluată sistematic de către lumea de afaceri: departamentul de
producţie trebuie să execute ceea ce comandă departamentul de marketing, cerere
rezultată în urma studiilor de piaţă efectuate. Articolul balansează nevoia planificării
capacităţii de producţie pe baza legăturii dintre cele două departamente. Propunem, pe de
o parte, o soluţionare generică a problemei de alocare (mixul de producţie) şi pe de altă
parte, corecţia sistemului de remunerare, corecţie de natură să armonizeze activitatea
celor două compartimente. După prezentarea şi analizarea mai multor opinii rezultate din
cadrul unui chestionar şi după o analiză numerică pe baza rezolvării problemei prezentate,
vom putea ilustra o relaţie potrivită între cele două departamente. Aceasta relaţie trebuie
să vină în sprijinul obiectivelor firmei.

Introducere
În contextul unei crize economice mondiale în plin avânt, toate domeniile încearcă
să soluţioneze problemele existente. Care este însă cel mai afectat segment? Acesta
este segmentul format din unităţile producătoare şi piaţă. Ce este de făcut în
momentul în care cei ce produc nu mai pot vinde pieţei? În momentul în care
acesteia i se oferă ceva ce nu mai este dorit de cerere sau ceva ce populatis nu îşi
mai poate permite? Dacă până acum au fost acceptate şi validate o serie de
concepţii greşite, acum este momentul în care toate acestea trebuie reanalizate şi
trebuie oferite soluţii. Relaţia dintre departamentul de producţie şi cel de marketing
este înţeleasă eronat aşa cum voi demonstra în studiul efectuat. Această teorie falsă
a fost însă transmisă din generaţie în generaţie, până în momentul în care, fiecare a
reuşit să se autoconvingă de veridicitatea creată în timp a afirmaţiilor.

Această schemă ilustrează activitatea unei organizaţii care vinde două produse: P şi
Q. Produsul P se vinde cu 90$ /unitate şi poate fi produs într-o cantitate de 100 de
unităţi/ săptămână, în timp ce produsul Q valorează 100$ /unitate şi poate fi produs
într-o cantitate de 50 unităţi/ săptămână. În continuarea schemei observăm
resursele precum şi timpul maxim ce poate fi alocat unei resurse. Pentru a putea
produce, observăm că avem nevoie şi de resursele RM1, RM2 şi RM3, care
valorează în parte 20$, precum şi de un reper suplimentar de 5$.
Mai cunoaştem că există o singură resursă A, B, C şi D, fiecare dintre acestea
putând fi utilizate doar 2400 minute pe săptămână.
Conştientizând că acesta este planul de producţie al organizaţiei, se efectuează o
analiză asupra ofertei şi a profitului maxim ce poate fi obţinut.

Rezumat
Numai o parte a creşterii rezultatului în timp poate fi explicată statistic prin schimbările în
cantitatea factorilor convenţionali de producţie. Valoarea reziduală a creşterii trebuie să
fie explicată în mare parte de shimbările în calitatea forţei de muncă, adică de dezvoltarea
resurselor umane. Statele dezvoltate deţin, ca principal aspect, accentul şi înţelegerea puse
pe dezvoltarea capitalului lor uman. Trebuie specificat faptul că, deşi toate ţările care au
ieşit din subdezvoltare au înglobat dezvoltarea resurselor umane, este adevărat că unele
ţări care au reuşit cu succes să implementeze educaţia în cadrul forţei de muncă nu au
reuşit neapărat să iniţieze o dezvoltare economică puternică şi sustenabilă. Această
experienţă a arătat că investiţia în capitalul uman este o condiţie necesară a dezvoltării
economice, dar nu una suficientă.
Astăzi dezvoltarea este luată cu asalt de criza economică financiară prezentă în multe ţări,
şi este în mare parte axată pe programele de stabilizare economică şi ajustare structurală,
conduse de de Uniunea Europeana. Prin urmare, prima consecinţă a acestor programe a
fost ignorarea aspectelor sociale ale dezvoltării. Reacţiile au apărut imediat, solicitând ca
şi aceste programe să ia în conşiderare condiţiile sociale.
Acest articol porneşte de la ideea că Rapoartele de Dezvoltare Umană sunt publicate de o
serie de ani la nivel global şi naţional şi au subliniat de multe ori lipsa unei legături directe
între creşterea economică şi dezvoltarea umană. Lucrearea încearcă să prezinte
posibilitatea creşterii nivelului de protecţie faţă de astfel de fenomene financiare prin
investiţia în resursele umane şi în capitalul intelectual.

Introducere
Globalizarea, cu toate că este deseori dezbătută ca fiind un fenomen cauzator de
turbulenţă şi schimbare, constituie, de fapt, termenul folosit pentru efectul colectiv,
schimbarea care are loc în urma implicării globale. Globalizarea este cauzată de
patru forme principale de mişcare a capitalului în cadrul economiei globale şi
anume: capitalul uman, capitalul financiar, capitalul resurselor şi capitalul puterii.
Globalizarea poate fi văzută ca un fenomen tehnologic, economic, politic,
comportamental şi al schimbărilor culturale apărut la nivel mondial; iniţiat şi făcut
posibil de mijloacele moderne de comunicare, transport şi infrastructură legală, cu
Pieţele globale, tehnologia globală, ideile globale şi solidaritatea globală pot aduce
la un nivel mai înalt vieţile oamenilor de pretutindeni. Provocarea este aceea de a
asigura ca beneficiile şi efectele să fie împărţite în mod egal şi justificat, şi ca acest
nivel crescând al interdependenţelor să funcţioneze pentru oameni, nu doar pentru
profitul unor grupuri sau ţări.
Desigur, dacă stăm să analizăm în profunzime, globalizarea nu este un fenomen
nou, dar actuala eră a globalizării, condusă de pieţe globale, competitive, depăşeşte
guvernarea pieţelor şi repercursiunile asupra oamenilor. Caracterizată de ―un spaţiu
tot mai limitat, timp tot mai puţin şi de dispariţia graniţelor‖, globalizarea a deschis
uşa către o serie de oportunităţi‖. (Human Development Report, 1999)
Dezvoltarile în tehnologia comunicaţiilor şi a biotehnologiilor, dacă sunt
direcţionate către nevoile oamenilor, pot aduce avansuri pentru întreaga umanitate.
Dar pieţele pot merge prea departe şi să „stoarcă‖ activităţile necorelate pieţei care
sunt atât de vitale pentru dezvoltarea umană. „Apăsările fiscale constrâng proviziile

In opinia mea trebuie luat în considerare faptul că dacă afacerile continuă să se
globalizeze, ne vom pierde treptat interesul de a dezvolta şi invesţii local, vom
dormi pe plan local dar vom gândi global. O foarte puternică criză de umanitate ne-
a adus unde suntem, lăcomia este de asemenea implicată aici. Gandhi a spus ceva
foarte important şi universal valabil şi anume că „Pământul are destule resurse
pentru a satisface orice nevoie posibilă în afară de una şi aceasta este lăcomia
umană.‖
Suntem martori la un supraconsum de moralitate, de umanitate şi la un subconsum
de supravieţuire şi acestea nu fac nimic decât să întărească starea de criză
economică.O abordare organică a creşterii economice, adică o creştere economica
sănatoasă ar trebui adoptată, deoarece trebuie să ne gândim la actualul nostru
sistem economic ca la un organism viu.
De globalizare nu putem scăpa, deoarece revoluţia mijloacelor a facut posibil ca
toate componentele de producţie şi serviciile să călătorească prea repede, unii
susţin că economia se îndreaptă spre o revoluţie a aşteptărilor. Trebuie să învăţăm
să ne schimbăm, ne putem schimba modul în care vieţuim şi, în consecinţă, şi
rezultatele şi modul în care ne creem existenţa, dar nu putem ajunge la acestea
decat dacă ne schimbăm modul în care gândim. Dacă oamenii nu au capacitatea de
a se schimba, de a inova atunci organizaţiile şi de asemenea societăţile vor cădea.
Parerea mea subliniază idee că globalizarea ne-a adus într-un stadiu identic cu cel
al celulelor corpului uman. Am devenit interconectaţi în aşa măsură încât este inutil
să derulăm afaceri cinstite sau să cream o politică guvernamentală corectă sau o
bancă globală doar ca să ne salvăm , procesând aceleaşi calcule egoiste în modul
nostru de operare.

Rezumat
La nivel mondial in anul 2009 se pot identifica trei aspecte ale crizei financiare mondiale:
o criză a creditarii, o criză a sistemului economic şi o criză psihologică legată de consum.
Nu vom aborda în acest material decât latura economică şi anume impactul crizei asupra
dezvoltării întreprinderilor româneşti în actualele condiţii ale mediului economic, precum
şi schimbările de logică care se impun la nivel european. În acestă lucrare am dorit să
tratăm importanţa costurilor în furnizarea de informaţii necesare managementului pentru
luarea celor mai bune decizii în condiţii de criză. Am avut în vedere următoarele obiective
pe care o întreprindere trebuie să le urmărească în condiţiile unui mediu economic
nefovorabil cum ar fi: importanţa costurilor salariale în structura costurilor întreprinderii,
analiza costurilor ascunse, politica de investiţii în condiţii de criză, cheltuielile cu
finanţarea pe termen scurt, reajustarea contractelor comerciale şi limitarea cheltuielilor cu
prestaţiile externe, politica de creştere a vânzarilor prin diminuarea cheltuielilor de
publicitate, tema calificării forţei de muncă, prin initierea de programe naţionale de
reconversie a forţei de muncă.

Introducere

Pentru a prezenta modul de aplicare a metodei ABC, am luat în considerare doua
produse: tablou electric cupru monofazic model 116 (A) şi tablou electric aluminiu
trifazat model 116 (B), în legatura cu care se cunosc urmatoarele informaţii
(tabelul 1):

Concluzii
Începută prin semnale mai mult sau mai putin timide cu doi ani in urmă, mai ales în
economia Statelor Unite, criza financiară internaţională, cu repercusiuni directe şi
indirecte asupra economiei mondiale şi a economiilor naţionale, nu mai este o
noutate. Companii mici şi mari, jucatori din toate domeniile - de la cei de talie
mondială (giganţi/simboluri ale economiilor nationale ale celor mai dezvoltate state
din lume) până la mici întreprinzători, simplii cetăţeni - de la foarte bogaţi până la
foarte săraci - au început să resimtă efectele negative determinate de criza
financiară internaţională.
Multe companii au dat faliment, unele şi-au întrerupt temporar activitatea, altele şi-
au redus seminificativ forţa de muncă – producând creşterea somajului, scăderea
puterii de cumpărare si reducerea cererii de bunuri de la cele de lux, până la cele de
larg consum.
Cel puţin următoarele 4-6 luni vor continua să fie caracterizate de incertitudine, dar
managerii vor trebui să ia decizii, decizii care vor influenţa atât rezultatele pe
termen scurt, dar şi potenţialul pe termen mediu / lung al dezvoltării business-ului.
Astfel, preţul este un instrument al pietei şi un indicator al realităţii, care în virtutea
cerinţei de corelare a cererii cu oferta capătă un caracter complex ce este amplificat
în contextul actualei crize economice mondiale de caracteristicile pieţei pe care se
manifestă, cat şi de cadrul legislativ care reglementează formarea preţurilor, el
insuşi perfectibil.
Preţul unui bun sau al unei resurse este un element care arată la ce trebuie să
renunţe pentru a se obţine respectivul bun sau resursă.
Reducerea costului de producţie determină stabilitatea sau chiar reducerea
preţurilor, creşterea competitivităţii produselor în lupta de concurenţă atât pe piaţa
naţională, cât şi pe piaţa externă.
În vederea reducerii costului, producătorul trebuie să caute şi să gasească rezervele
de reducere a consumurilor de factori de producţie, să acţioneze simultan în toate
compartimentele întreprinderii, asupra tuturor factorilor de producţie, în toate
fazele activitaţii economice şi să aplice măsurile posibile de diminuare a costurilor
în concordanţă cu exigenţele competiţiei impusă de piaţă. Reducerea costului de
producţie trebuie să aibă loc fără influenţe negative asupra calităţii bunurilor
materiale şi serviciilor, ci, dimpotriva, concomitent trebuie să se asigure un spor de
calitate. Reducerea costurilor pe seama reducerii calitătii este antieconomică.
Totodată, tendinţa generală impusă de concurenţa pe piaţă este ca bunurile

Rezumat
Climatul economic şi financiar dificil pe care îl traversăm nu trebuie să împiedice
aplicarea măsurilor pentru protejarea şi conservarea mediului înconjurător. Guvernele au
obligaţia să investească în sectorul "verde" chiar în condiţiile crizei financiare, adoptând
măsuri corespunzătoare, care pot avea efecte benefice şi pentru revigorarea economică.
Răspunderea gestionării crizei mediului, ca de altfel şi a crizei economice mondiale o
poartă toate statele lumii pentru că deteriorarea mediului este o problemă globală care
afectează întreaga planetă. În plină recesiune economică globală, nu putem face abstracţie
de acest domeniu sensibil, întrucât chiar şi numai reducerea emisiilor de carbon şi
prevenirea fenomenului încălzirii globale rămân obiective esenţiale pentru viitorul
economiei mondiale, pentru viitorul omenirii. În acest context, Uniunea Europeană dar şi
celelalte state ale lumii (G-20 Londra a.c.) demonstrează unitate şi iniţiativă în găsirea
unor soluţii anticriză, la nivel global, într-un moment decisiv pentru economia mondială.
Pentru a atinge scopul şi obiectivele stabilite prin „Strategia Lisabona”, în condiţiile crizei
economice mondiale, ţările participante la G-20 şi-au propus să realizeze schimbări pentru
a face faţă „provocărilor” crizei şi să acţioneze rapid pentru a stimula creşterea
economică, favorizând schimburile comerciale şi reducerea protecţionismului,
reorganizarea sistemului financiar-valutar internaţional, dar şi asigurarea unui viitor
ecologic viabil. Eforturile la nivelul Uniunii Europene, dar şi eforturile globale pentru
conservarea şi protecţia mediului înconjurător trebuie să fie prioritare indiferent de
situaţia economică.

Introducere
Criza economică a cuprins întreaga economie mondială şi se manifestă la nivel
global. Indiferent de nivelul de dezvoltare, de dimensiuni sau de continent, statele
lumii sunt implicate mai mult sau mai puţin. Este adevărat că această criză se
manifestă cu grade de intensitate diferită în ţările capitaliste dezvoltate, în ţările în
curs de dezvoltare sau ţările emergente.Criza economică mondială influenţează
direct şi fenomenele globale contemporane. Între acestea, mediul înconjurător este
direct influenţat de criza actuală, în sensul că investiţiile dirijate în scopul protecţiei
mediului, forţamente vor scade. Important este cât de mult se vor reduce investiţiile

Corelarea politicilor de mediu atât la nivelul ţărilor membre ale Uniunii Europene,
cât şi la nivelul Uniunii, este o necesitate.
Prin politici de mediu coerente şi adaptate permanent la obiectivele politicii de
mediu din UE, guvernele statelor membre trebuie să aloce fonduri considerabile
pentru investiţii reale în utilizarea energiilor regenerabile, inclusiv a energiei
nucleare, prin pârghiile pe care le au la dispoziţie: de exemplu prin stimulente de
natură fiscală pentru promovarea energiilor alternative sau pentru reciclarea
deşeurilor. UE trebuie să-şi reducă consumul de energie prin concentrarea asupra
eficienţei energetice şi promovarea producţiei durabile de resurse regenerabile.
Criza economică mondială poate fi o oportunitate pentru a rezolva problemele
mediului înconjurător, prin construirea unei economii „verzi‖ şi asigurarea unor
investiţii masive în mediu, precum şi prin reducerea substanţială a emisiilor gazelor
cu efect de seră pentru stoparea încălzirii globale.

Rezumat
Criza financiară globală se propagă cu rapiditate în economia reală în care bunuri şi
servicii, altele decât cele financiare, se realizează şi tranzacţionează. Economiile ţărilor
din întreaga lume resimt în mod diferit efectele crizei, însa ar fi o eroare ca ţările să-şi
protejeze status quo-ul cu preţul afectării concurenţei. Pe scurt, voi susţine că politica şi
legea concurenţei a experimentat în ultimii 15 ani o perioadă care poate fi numită “epoca
de aur”. Însă, această perioadă a fost şi una caracterizată prin rate înalte de creştere
globală, în care factorii decizionali erau dispuşi să susţină politici economice pro-
concurenţiale, parţial datorită faptului că unele dintre cele mai severe disfuncţii ale
reformei economice aveau ca tampon de protecţie asemenea rate de creştere. Cu toate
acestea, reversul medaliei s-a produs. Economica mondială se confruntă în prezent cu o
perioadă de încetinire a creşterii economice şi chiar recesiune. În acest nou context
economic global, fără doar şi poate, consumatorii şi producătorii naţionali vor solicita cu
insistenţă Guvernului protecţie pentru a înfrunta mai uşor dificultăţile financiare cu care se
confruntă. De data aceasta, aşadar, se exercită presiuni asupra factorilor decizionali astfel
încât aceştia să subordoneze într-un final politica de concurenţă, politicii sociale şi
industriale ale statului şi aceste presiuni vor spori pe măsură ce dovezile dureroase cu
privire la magnitudinea eşecului pieţelor se vor consolida. Iată de ce în prezent, devine
mai important decât oricând că autorităţile de concurenţă să se adapteze lin la noul
context economic şi să continue să lupte pentru supremaţia pieţelor concurenţiale. Pentru
a ilustra validitatea acestor aprecieri, voi face o scurtă incursiune în timp cu scopul de a
evidenţia premisele dezvoltării politicii şi legii concurenţei pe plan global. O astfel de
analiză în retrospectivă va înlesni înţelegerea provocărilor cu care se confruntă politica şi
legea concurenţei în această perioadă de dificultăţi economice. În final, voi atrage atentia
asupra acelor instrumente legale ale politicii si legii concurentei prin care autoritatile de
concurenta pot contribui la ameliorarea efectelor crizei economice si financiare.

Introducere
În ultimii 15 ani, s-a manifestat o creştere din ce în ce mai mare a încrederii
publicului, în sens larg, în capacitatea pieţelor concurenţiale de a produce rezultate
pozitive pentru economie şi consumatori deopotrivă. Ca un corolar, astăzi se poate
constata, cu uşurinţa, că dacă la începutul anilor 1990, existau aproximativ

Concurenţa este nucleul de bază al pieţelor pe deplin funcţionale. Însă, în
recesiune, autorităţile de concurenţă trebuie să facă o alegere adeseori dificilă între
soluţionarea unor probleme reale de concurenţă şi probleme unde intervenţia
politicii şi legii concurenţei este mai puţin evidentă însă unde presiunile publice
sunt mari.
Prin urmare, poate că într-un asemenea context, politica de promovare a regulilor
de concurenţă trebuie exercitată cu mai mult aplomb decât oricând. Numai o astfel
de atitudine din partea unei autorităţi de concurenţă poate garanta supremaţia
politicii de concurenţă atunci când noi reglementări şi iniţiative politice se vor
creiona. Altfel spus, este extrem de necesară funcţionarea unei colaborari strânse
între autoritatea de concurenţă, autorităţile de reglementare din sectorul financiar-
bancar şi instituţiile guvernamentale, înainte de adoptarea politicilor necesare în
domeniul financiar şi nefinanciar, în scopul prevenirii posibilelor efecte
anticoncurenţiale ale acestora.
Am evidenţiat pe parcursul lucrării că flexibilitatea regulilor de concurenţă este
necesară în contextul actual, însă aceasta nu trebuie percepută în sensul de
suspendare, chiar şi temporară, a aplicării principiilor de concurenţă, ci în sensul
unei relaxări a procedurilor de lucru, atât în domeniul concentrărilor economice cât
şi în domeniul ajutorului de stat.
Pentru a răspunde la întrebarea centrală a lucrării şi anume dacă politica de
concurenţă îşi pierde sau nu rolul său important în asigurarea bunei funcţionări a
pieţelor, putem concluziona, fără doar şi poate, că politica de concurenţă poate fi
parte a soluţiei în contextul actual al crizei economice şi financiare, prin asigurarea
manifestării concurenţei în viitor, păstrarea sistemului actual de control al
concentrărilor economice, fără a se permite statelor să creeze campioni naţionali
ineficienţi, stoparea celor care vor să meargă pe drumul facil al protecţionismului şi
al încălcării regulilor în domeniul concurenţei; controlul subvenţiilor acordate
băncilor şi, ca atare, protecţia atât a contribuabililor, cât şi a băncilor care sunt
viabile şi capabile să funcţioneze fără intervenţia guvernului, menţinerea unei
politici de luptă şi descurajare a cartelurilor.

Rezumat
Conţinutul şi complexitatea definirii stării de sănătate a populaţiei fac destul de dificil
demersul de a indica cu exactitate ce este un sistem de sănătate, unde începe el şi unde se
termină. În contextul rigorii prezentului proiect de cercetare, ne însuşim definiţia oficială a
OMS: „Un sistem de sănătate incluzând toate activităţile al căror scop esenţial este
promovarea, refacerea sau întreţinerea sănătăţii”. Această definiţie a unui sistem de
sănătate nu presupune nici un grad particular de integrare şi nu implică, în mod
obligatoriu, prezenţa unei persoane însărcinată pentru administrarea generală a
activităţilor care îl compun. În această accepţiune, fiecare ţară dispune de un sistem de
sănătate, proiectat din perspectiva cerinţelor de asigurare a echităţii şi eficacităţii
politicilor sociale şi de îngrijire a sănătăţii populaţiei. Dar ţinând seama de faptul că
sănătatea oamenilor constituie o prioritate naţională, responsabilitatea performanţei
sistemului de sănătate al unei ţări revine guvernului, ca administrator general.
Administrarea generală este permanentă şi reclamă supervizarea funcţionării întregului
sistem. Sănătatea este o caracteristică a unui bun inalienabil şi ea se aseamănă într-o mică
măsură cu alte forme de capital uman, cum ar fi educaţia, cunoştinţele profesionale sau
performanţele sportive. Însă, ea diferă de acestea în anumite puncte esenţiale. Ea este
supusă riscurilor importante şi imprevizibile care sunt în esenţă independente unele de
altele şi ea nu poate să se acumuleze asemenea cunoştinţelor şi competenţelor. Aceste
caracteristici confirmă faptul că sănătatea este în întregime diferită de toate celelalte
bunuri pe care oamenii le asigură contra furtului sau pericolelor şi de aceea asigurarea
pentru boală este mult mai complexă decât oricare alt tip de asigurare. Imposibilitatea de
a înlocui corpul şi absenţa, în ceea ce îl priveşte, a unui preţ al pieţei împiedică a fixa un
astfel de plafon pentru cheltuielile de sănătate în caz de răscumpărare a unei poliţe de
asigurare.

Rezumat
Lucrarea îşi propune să realizeze o cercetare aprofundată a aspectelor contabile şi fiscale
referitoare la activele imobilizate precum şi a oportunităţii şi eficienţei investiţiilor
efectuate, ca indicator de apreciere a deciziei manageriale de dezvoltare a firmei. Lucrarea
este necesară atat din punctul de vedere al teoriei contabile care va beneficia de o lucrare
complexă asupra acestei teme, dar are totodată o utilitate practică atat pentru investitori şi
proprietari de active imobilizate, cat şi pentru autorităţile fiscale şi juridice, deoarece va
prezenta toate aspectele care să clarifice orice divergenţă de opinii sau de interpretare
legate de această temă. Orientările strategice care trebuiesc luate în considerare de o
firmă în lupta cu concurenţa , se regăsesc în mare masură în scopurile programelor de
finanţare vizand: efectuarea de plasamente avantajoase a capitalului conform funcţiei de
maximizare a profitului, în active corporale, necorporale, retehnologizare, protecţia
mediului, informatizare, sau în efectuarea de plasamente financiare. Firma este motorul
economiei iar firma bazată pe cunoştinţe este viitorul economiei, de aceea cercetarea
efectuată se adresează acestei entităţi precum şi celor meniţi să o asiste şi să o ajute în
activitatea sa. Lucrarea tratează fenomenul de imobilizare a capitalului în active pe termen
lung, obligaţiile şi riscurile aferente proprietăţii acestora, eficienţa investiţiei şi rezultatele
asupra afacerii. Lucrarea porneste de la conceptul de “imobilizări”. Am încercat
reflectarea în paralel a punctelor comune şi a diferenţelor privind abordarea imobilizărilor
în cadrul Standardelor Internaţionale de Raportare Financiară elaborate de IASB şi a
Ordinului Ministerului Finanţelor Publice nr. 1752/2005 pentru aprobarea
Reglementărilor contabile conforme cu Directivele Europene. Suportul teoretic şi ştiinţific
al lucrării de cercetare, îl constituie ansamblul de concepte, principii, cercetari aplicative,
studii de caz, monografii contabile, tehnici de auditare şi metode consacrate de
management, publicate în literatura de specialitate pe plan naţional şi internaţional.

Rezumat
Lucrarea îşi propune sa analizeze consecinţele crizei mondiale în domeniul investiţiilor în
IT din mai multe puncte de vedere. Intr-o prima perspectiva , lucrarea considera
schimbările de strategie ale furnizorilor şi producătorilor de tehnica de calcul , incluzând
politici de preţ , alianţe strategice şi parteneriate pentru a surmonta efectele crizei .O
strategie interesanta poate fi observata în rândul companiilor de IT , în care liderii pieţei
profita de pe urma situaţiei de criza pentru a cumpăra afacerile acelor colaboratori care
deţineau cote de piaţa importante dar care nu au putut depăşi efectele crizei . Acestor
strategii li se alătura masurile protecţioniste prin care producătorii IT işi restructurează
structurile teritoriale de producţie şi asamblare , concentrând activităţile direct productive
în ţara de origine a afacerii . Din a doua perspectiva ,lucrarea analizează comportamentul
agenţilor economici şi noua lor poziţionare faţa de domeniul IT. Ramurile IT au fost
afectate în mod diferit : domenii precum reţelele şi comunicaţiile au menţinut un buget
alocat similar anilor trecuţi sau ,in unele cazuri, au primit investiţii suplimentare, în timp
ce proiectele ERP au fost afectate dramatic de criza. Însăşi esenţa IT a suferit modificări în
cadrul întreprinderilor , evoluând de la statutul de factor consultativ şi operativ la sursa
pentru deciziile de relansare economica. Conform studiilor de cercetare actuale , este
estimat ca efectele crizei se vor manifesta în investiţiile IT până în anul 2012 şi prin urmare
,mulţimea strategiilor IT recomandabile pentru perioada viitoare este subiectul a
numeroase controverse . O prezentare a principalelor puncte de vedere va fi făcuta în
cadrul lucrării .

Introducere
În contextul crizei economice actuale , atât furnizorii de soluţii IT cât şi beneficiarii
acestora au fost determinaţi să îşi revizuiască strategia IT pentru a surmonta
pierderile financiare. Ofertanţii de soluţii IT au recurs la parteneriate şi achiziţii
strategice care să le potenţeze portofoliul de produse, in timp ce companiile end-
user au reproiectat strategia de investiţii in tehnica de calcul si au reevaluat
oportunitatea proiectelor IT aflate in derulare.
În contextul in care directivele Comisiei Europene şi recomandările instituţiilor
financiare conţin puncte de vedere divergente privind poziţionarea firmelor faţă de

Din totalul investiţiilor în IT în anul 2008 71,9% au fost destinate mentenanţei, iar
criza financiara care diminuează investiţiile noi va determina ca aceasta pondere
semnificativa sa se menţină în următorii ani.
O alta tendinţa semnificativa este creşterea sumelor de asigurare IT, estimata la 105
miliarde dolari în anul 2009, cu o creştere de 1% faţă de anul 2008.
Studiul Celent concluzionează ca în anul 2009 datorita crizei financiare cheltuielile
cu IT se vor diminua la 31.8 miliarde dolari în America de Nord şi respectiv la
valoarea 24.8 miliarde dolari în Europa. Aceste cifre corespund unor scăderi faţă de
anul 2008 de 12.4% în America de Nord şi respectiv 5% în Europa.
Deoarece companiile vor trebui sa-si reajusteze baza de cost cheltuielile IT vor
deveni o sursa de eficienta printr-o utilizare intensiva. Nevoia de productivitate va
menţine investiţiile IT în ramurile operaţionale, deplasând către outsourcing
serviciile non-operaţionale. În materie de achiziţie IT, preturile şi posibilităţile de
finanţare vor reprezenta principalii factori de diferenţiere în anul 2009.
Restructurarea va avea un impact de înlăturare a proiectelor neobligatorii.

Conducerea Departamentului de Colectare, într-o perioadă de criză, presupune mai mult
decât angajarea celor mai calificaţi aplicanţi. Managerii de pe colectare trebuie să
realizeze un plan de recrutare, angajare şi conducere de personal pentru a satisface
apelurile primite şi pentru a maximiza apelurile efectuate în perioadele optime de
contactare a clienţilor, de obicei, seara şi în weekend-uri. Aplicanţii pentru aceste posturi,
care au experienţă în contactarea clienţilor prin telefon, în special în telemarketing sau
cunosc serviciul de relaţii cu clienţii, s-au dovedit a fi angajaţii ideali pe colectare,
deoarece sunt calificaţi şi au experienţă. Scanarea viitorilor angajaţi pe colectare prin
testări s-a dovedit a fi un instrument de încredere pentru a sprijini managerii în procesul
de selecţie. Conducerea departamentului de colectare, păstrând un echilibru între angajaţii
cu normă întreagă şi angajaţii cu jumătate de normă, va contribui la atingerea obiectivelor
propuse. Există multe moduri creative pentru a programa angajaţii astfel încât să acopere
toate orele necesare. Managementul trebuie să fie pregătit pentru a recompensa orele
"neregulate", în special serile şi weekendurile, cu stimulente şi beneficii astfel încât să
poată recruta şi menţine un personal de încredere, pentru a efectua apeluri pe parcursul
celor mai bune ore de contactare a clientului. O politică consistentă de angajare, care este
constant evaluată şi îmbunătăţită va ajuta la reducerea venitului prin recrutarea şi
conducerea celor mai calificaţi angajaţi pe colectare.

Introducere
Criza financiară a afectat într-o masură mai mică sau mai mare toate domeniile de
activitate.
În domeniul bancar totul a început în august 2008, când băncile au început să se
confrunte cu o criză de lichidităţi şi în acelaşi timp se manifestă, ―invizibil‖, şi o
criză a lipsei de încredere.
Prima decizie luată de conducerea băncilor a fost sistarea creditelor. Pur si simplu
angajaţii băncii nu mai aveau voie să acorde credite persoanelor juridice sau fizice.
Deoarece presiunea exercitată de clienţi era mult prea mare, băncile au hotărât
majorarea dobânzilor. Conform ziarului ―Săptămâna Financiară‖ (2008, 24
Octombrie) au existat bănci care, într-o singură lună, au mărit dobânzile de trei ori.
Concluzii
Supervizorii pe colectare îşi motivează echipa impunând disciplina şi reprezintă
coloana vertebrală a Centrului de Colectare. În lipsa unei supravegheri efective,
departamentele de colectare ar fi dezordonate şi ineficiente. Managementul
resurselor umane reprezintă activitatea cea mai solicitantă pentru un supervizor pe
colectare. Supravegherea unui departament de colectare presupune existenţa unor
politici de documentare şi existenţa unor standarde necesare pentru recrutare,
scanarea aplicanţilor, angajare, conducere, întocmirea orarului de munca şi
depăşirea problemelor legate de „epuizare „şi venit. Pentru atingerea scopurilor pe
colectare, o echipă de colectori trebuie să fie punctuală, productivă pe parcursul
zilei şi optim programată în concordanţă cu cererile apelurilor primite şi cu rata de
succes a apelurilor efectuate. Primul pas pentru o supraveghere eficientă rămâne
angajarea persoanelor potrivite pentru locul de muncă disponibil.

Rezumat
În conformitate cu practicile contabile şi de doctrină în diverse ţări cu economie modernă,
profesia de contabil are mai multe stadii de formare şi competenţă legală, după cum
urmează: de contabil autorizat,expert contabil, auditor. Profesia de contabil are ca urmare
a reformei sistemului de contabilitate publica, în cea mai mare parte a ţărilor europene,
noi sensuri. Astfel, professional, contabilul din sectorul public, devine un consilier de
management public, precum şi cunoştinţele profesionale devin mai complexe. Ca un
rezultat al globalizării economiei şi de dezvoltare a sistemului financiar si de contabilitate ,
profesia de contabil devine solidă in cunoştinţe în domeniul resurselor umane,
management, dar şi de sisteme IT integrate.

Introducere
Contabilitatea sectorului public a suferit numeroase modificări după 1990 atât pe
plan european, cât şi pe plan naţional. Acest fenomen se înscrie în amplul proces de
normalizare contabilă internaţională, care s-a concretizat prin adoptarea
Standardelor Contabile Internaţionale pentru Sectorul Public (IPSASs).
Deşi contabilitatea are origini foarte vechi, încă în Antichitate, ea s-a conturat ca
ştiinţă în secolul al XV-lea datorită geniului italianului Luca Pacioli şi mai ales prin
răspândirea metodei contabile în partidă dublă. În epoca modernă, contabilitatea nu
a furnizat numai date pentru ordine şi evidenţă, dar a constituit şi punct de plecare
în analiza financiară, prognoză şi evaluare.
Contabilitatea a evoluat foarte mult, cu predilecţie în ultimele două decenii, ceea ce
a impus un nivel înalt de competenţă şi calificare pentru profesioniştii contabili.
Astfel, profesionistul contabil a devenit un adevărat consilier al managementului
unităţii, cu rol important în dezvoltarea afacerii şi promovarea strategiilor de
marketing.

Rezumat
Inovarea este activitatea care vizează generarea, asimilarea şi valorificarea rezultatelor
cercetării-dezvoltării în domeniul socioeconomic. Inovarea este definită, îndeobşte, ca
producerea, asimilarea sau exploatarea cu success a noutăţilor în sfera economică şi
socială. Intr-un mediu economic dinamic, cu un comportament specific sistemelor
complexe şi neliniare, se ridică o nouă provocare în faţa organizaţiilor : inovarea, ca parte
esenţială a activităţilor de zi cu zi. Până nu demult, calitatea şi productivitatea reprezentau
elemente cheie pentru asigurarea competitivităţii unei organizaţii; azi se impune o nouă
abordare: inovarea produselor şi inovarea serviciilor, care impun un management al
inovării. Inovarea implică, pe de o parte, creativitate iar pe de altă parte, introducerea cu
succes a rezultatelor procesului de creativitate. Cercetarea are ca scop producerea de
cunoştinţe; atunci când cunoştinţele sunt bine prinse în proceduri de lucru, astfel încât ele
pot susţine produse, tehnologii şi servicii, vorbim de dezvoltare.
Cei trei piloni esenţiali ai societăţii bazată pe cunoaştere: EDUCAŢIE-CERCETARE –
INOVARE reprezintă factori determinanţi pentru asigurarea competitivităţii şi cooperării
în procesul global de dezvoltare socio-economică. Formarea resurselor umane pentru
noua societate/economie bazată pe cunoaştere presupune o viziune integratoare pentru
întreg ciclul de viaţă cu adaptarea mijloacelor şi metodelor specific fiecărei etape în
strânsă corelaţie cu evoluţia ştiinţei şi culturii, a cunoaşterii în general. Orientarea
sistemului educativ spre formarea abilităţilor şi capacităţilor de a acumula şi valorifica
cunoştinţe, pentru rezolvarea de probleme, de a dezvolta capacitatea de inovare şi creaţie,
de a stimula curiozitatea şi dorinţa de a cerceta reprezintă o necesitate în contextul
globalizării educaţiei şi cercetării.

Cei trei piloni esenţiali ai societăţii bazată pe cunoaştere: EDUCAŢIE-
CERCETARE-INOVARE reprezintă factori determinanţi pentru asigurarea
competitivităţii şi cooperării în procesul global de dezvoltare socioeconomică.
Tema cuprinde un enunţ ceva care ţine de armonie, echilibru: Triunghiul. De

Majoritatea celor participanţi au afirmat că, în firmele din acest sector lipseşte o
politică de management coerentă de stimulare a inovării - aşa cum se exprima
foarte plastic un invitat „nu există politică la nivelul firmelor, se întâmplă inovaţii
şi nici nu se ştie că s-au facut‖.
De ce această realitate? Majoritatea celor cu care am discutat se limitează în a
hivala inovaţia cu aducerea pe piaţă a unor produse noi - în unele cazuri extreme, o
asemenea perspectivă îngustă asupra inovării a făcut dificil dialogul cu firme din
sectoare precum indutria hoteliera sau agricultura (firme care nu vedeau sensul
implicării lor în acest studiu, atât timp cât nu realizau inovaţii de produs).
Mult mai puţini sunt cei care au o viziune mai largă, ce include şi inovaţiile care
permit o mai bună derulare a activităţilor firmei – ex. inovaţii de proces sau
inovaţii organizaţionale - şi mult prea puţini manageri au în vedere şi inovaţia de
marketing, ca formă de eficientizare a relaţiilor firmei cu piaţa. Chiar şi în cazul
organizaţiilor având o viziune mai largă, majoritatea discuţiilor avute cu ocazia
completării chestionarelor au reliefat lipsa unei politici coerente în domeniul
inovării la nivelul întregii organizaţii (şi nu doar a departamentului de producţie).
Un alt punct unde opiniile managerilor chestionaţi diferă l-a reprezentat problema
gradului de noutate pe care trebuie să-l prezinte o inovaţie pentru a fi considerată
ca atare. Unii manageri nu considerau îmbunătăţirile aduse produselor, proceselor,
organizaţiei sau marketingului drept inovaţii atât timp cât ele nu prezintă un
caracter de noutate şi unicitate pentru piaţă.
Principala sursă de inovare este dată de importurile de tehnologie şi echipamente,
inovarea fiind aşadar mai puţin rezultatul activităţilor româneşti de cercetare şi
dezvoltare. Companiile străine sunt cele care promovează transferurile de cercetare
şi tehnologie. Din păcate, acestea sunt prezintă de multe ori produse cu valoare
adăugată mică sau tehnologii învechite. Economia românească beneficiază de 29
de centre de excelenţă, dar lipsesc relaţiile de tip business-to-business. Totodată, se

O încercare de adaptare a Tabelei de punctaj (Scoreboard) pentru inovări în
România oferă semnale interesante. Compatibilitatea în tehnică este discutabilă,
dar noi încercăm să ne concentrăm atenţia asupra limitărilor şi diferitelor
interpretări ce pot fi date indicatorilor în contextul specific din România. Suntem
de acord cu declaraţia Comisiei, conform căreia aceasta tabela de punctaj este un
fel de ansamblu de indicatori de ansamblu (―nava amiral‖) după care ar trebui să se
orienteze mai multe tabele de punctaj specializate. Găsim acest fapt adevărat în
mod deosebit pentru ţările aflate în tranziţie: o contribuţie relativ mare la
schimbarea profilului fiind iniţial implicate în industrie, industria hotelieră,
restaurante, transporturi şi alte servicii. Întreprinderile mici şi mijlocii din România
se află pe locul doi în ceea ce priveşte înclinaţia spre schimbarea sectorului de
activitate a firmelor din construcţii, după Lituania şi în comerţ după Slovenia
(Amza şi Brătianu, 2008).
În final reies câteva concluzii:
- Creşterea finanţării publice a activităţilor de C&D este o măsură importantă şi
necesară, dar nu şi suficientă, ―investiţii prea mici în C&D constituie o reţetă
sigură pentru eşec în contextul globalizarii, înăspririi concurenţei şi economiei
bazate pe cunoastere‖ (Brezeanu si Novac, 2007). În schimb, trebuie acordată
atenţie tuturor aspectelor ―de intrare‖ (conţinute în primele trei categorii din
metodologie) şi evaluaţi cu atenţie indicatorii ―de ieşire‖ (continuţi în ultimele
două categorii), cât şi a relaţiilor dintre aceştia.
- Valoarea indicatorului sintetic al inovării (SII) spune ceva, dar la fel de
importantă este dinamica anuală a acestuia. În acelaşi timp trebuie observat că,
la fel cu orice alt indicator agregat, valoarea numerică a SII depinde de modul
de calcul. În consecinţă, susţinem că analiza indicatorilor individuali duce la
concluzii mai utile şi, mai ales, la acţiuni mai eficace.
- Reiese pregnant în evidenţă importanţa tehnologiei informaţiilor şi
comunicaţiilor, singurul sector considerat de sine stătător.
Abstract
Administration costs can be estimated using comparisons with current fees charged by
other market participants. When the costs of administration of a financial asset or a
significant financial active or debt and other market participants would have comparable
cost, the issuer would consider in determining the fair value of financial assets or financial
liabilities. It is likely that the fair value at the start of a contractual right to future fees to be
equal to the costs they paid for admission, except when that future fees and related costs
are not covered by comparable market values.
The best evidence of fair value is quoted prices in active markets. If the market for a
financial instrument is not active, the entity establishes fair value using a valuation
technique. The objective of using a valuation technique is to determine what price the
transaction would be obtained on the evaluation in a transaction carried out under
objectives motivated by normal business considerations. Assessment techniques include
using recent transactions in the market carried out in objectives between stakeholders and
wittingly, if any, references to the current fair value of another instrument which is mostly
the same, an analysis of the flow of Treasury models and settled optional pricing.

Introduction
At the base of tha fair value definition we find that an entity respects the principal
of the activity continuacy without having any intention or any need of removing
the measure of its operation or of hiring itself in a good transaction. So fair value is
not the value that an entity would receive or pay in a forced transaction,
involuntary liquidation or forced sale. Although, the fair value mirrors the quality
of the instrument s credit.
Fair value of a dept with a characteristic of being ―seen‖, is not lower then the
―seen‖ amount of money paied updated from the first time from which the amount
could be paid.

Abstract
Peter Drucker used to say: "Times of turbulence are dangerous, but the biggest danger is
the temptation to deny reality." (Drucker, F. Peter 2006). The article is based on a fact:
there are many concepts, generally considered valid, adopted without being studied, that
stay valid because of inertia, but their results can be dramatic.
The article highlights the perception of people about the interdependence between the
departments of production and marketing, which are regarded as components of any
company. The practical problem presented in the article identifies a preconception,
maintained and systematic reevaluated by the business world: the production department
must execute what is ordered by the department of marketing, the demand resulting from
the market research conducted. This article puts in balance the need for production
capacity planning regarding the interdependence relationship between those two
departments. We sustain, first, a generic problem solving of resource allocation (mix of
production) and on the other hand, the correction of the payment system, which would
harmonize the work of both departments. After presenting and analyzing several views,
resulted from a questionnaire, and after we conduct a numerical analysis based on solving
the problem presented, we can illustrate the proper relationship between the two
departments. This relationship is necessary in order to support company objectives.

Introduction
In the context of a global economic crisis in full momentum, all areas try to solve
problems. Which is in fact the most affected segment? This segment is composed
of units of production and market. What to do when what people produce can not
be sold on the market? What to do when we offer something that the market no
longer wants to buy or no longer afford? If until now it have been accepted and
validated a number of erroneous concepts, now is the time when all of them should
be reviewed and solutions should be offered. The relationship between the
department of production and marketing is erroneously understood, as we
demonstrate in the following study. This theory was false but passed from
generation to generation until it was imposed as true.
The marketing department has a very important role, but can not do this alone, and
they must know how to maintain good relations with partners inside and outside

Abstract
Only a portion of the growth of output over time can be statistically explained by changes
in the quantity of conventional factors of production. The residual growth must be
explained largely by changes in the quality of the labour force, that is, by the development
of human resources. The developed countries hold, as a main feature, the emphasis they put
on their human resources development.
However, it must be noted that, while all the countries that broke out of underdevelopment
have emphasized the development of human resources, it is also true that some countries
that succeeded in spreading education among the labour force have not necessarily
managed to initiate a robust and sustained economic development. This experience has
shown that intellectual capital investment is a necessary condition for the economic
development, but not a sufficient one.
Today development thought has been overtaken by the debt crisis of many countries and is
largely centred around programs of economic stabilization and structural adjustment, led
by the European Union.
The first casualty of these programs was the social aspect of development. Reactions soon
developed that demanded that even these programs should take into account the social
conditions.
This article starts from the idea that Human Development Reports have been published for
some years at the global and national level and have highlighted many times the lack of a
direct link between economic growth and human development. It tries to underline and to
present how we can increase our protection against financial phenomenon such as these
through investing in human resources and intellectual capital.

Introduction
Globalization, although it is often talked about as the reason of much turbulence
and change, is in fact the term used for the collective effect, the change that
happens as a result of global implication. Globalization is caused by four major
forms of capital movement throughout the global economy meaning: Human
Capital, Financial Capital, Resource Capital and Power Capital.
Global markets, global technology, global ideas and global solidarity can leverage
the lives of people everywhere. The challenge is to ensure that the benefits and
effects are shared equitably and justified and that this increasing interdependence
works for people not just for the profit of some collectives or countries.
Of course if we analyze the problem closely, globalization is not new, but the
present era of globalization, driven by competitive global markets, is outpacing the
governance of markets and the repercussions on people. Characterized by
―shrinking space, shrinking time and disappearing borders, globalization has open
the door to opportunities.‖ (Human Development Report 1999)
Breakthroughs in communications technologies and biotechnology, if directed for
the needs of people, can bring advances for all of humankind. But markets can go

Globalization we can argue that it needs leadership because people in all the
corners of the world are becoming connected and affected by phenomenon‘s and
events in the opposite part of the globe, the poor segment of countries and people
risk being pushed to the margin, because having a stronger governance we can
preserve the opportunities that a competitive market has to offer regulated by
specific rules and limits and stronger accent can be put on human development.
Leadership is also needed in order to implement as a global goal to decrease as
much as possible the gap between rich and poor countries as we can observe in
Figure nr.4 and to increasing the right of choice and also have a higher degree of
equity.

Abstract
In Romania, in 2009, one can identify three aspects of the world financial crisis: a credit
crisis, an economic system crisis and a psychological crisis related to consumption. In this
material we will only deal with the economic aspect, meaning the crisis impact over the
growth and development of the Romanian enterprises in the actual conditions of the
economic environment and also of the changes of logics that are imposed at European
level.
In this article we wanted to show the importance of the costs of providing the necessary
information to the management in order to take the best decisions in crisis conditions. We
considered the following objectives that an enterprise should have in the conditions of an
unfavourable economic environment: the importance of the costs with the wages in the cost
structure of the enterprise, the analysis of the hidden costs, the investment policy in crisis
conditions, the expenses with financing on short term, the readjustment of the commercial
contracts and limiting the expenses with external labour conscription, the sales growth
policy by diminishing the advertising expenses, the theme of qualifying the work force by
starting national programs of work force reconversion. Also we shouldn‘t forget that
Romania, in Europe, has a geographic position that is favourable for developments, like the
Romania‘s agricultural potential, the process potential of the agricultural products, the
tourist‘s potential of Romania that hasn‘t been yet identified. We should not neglect the
human intelligence potential: it has been proven that where there is a serious attitude
towards this problem, spectacular things were made and the effects on Romania‘s economy
were favourable, taking in consideration the globalization and the information techniques
that are now available all over the Globe. Even Microsoft bought some Romanian
programs, programs developed by Romanians, and this thing can offer us many
opportunities. Like a conclusion, the crisis produces many risks, but the risks can also offer
opportunities and if we manage to identify them then the effects of the crisis will be less
unpleasant.
Under the double-effect of the pressure coming from the competition and the world
financial crisis, the enterprises feel the need to understand better their costs in order to
determine with maximum precision the selling prices and the limits that can be achieved for
each product. It‘s not only about prevision, there should also be considered the necessary
ways in order to achieve the goals. That‘s how we can explain the development of the
today‘s managerial control and of its favourite instrument, the analytic accounting of
which no enterprise in Romania or Europe could be spared, and this is because behind the
demand and offer of all price-competition there lies, indirectly, the cost-competition.

This method recognizes causal relationship between activities and the occurrence
of costs.ABC method is used in cost management and in performance
management. Performance means efficiency, effectiveness and economy. (EEE)
Regarding this, it can be appreciate that, by destination, the process costs
calculation is directed by long-term decisions and can be considered a support for
strategic business issues. The whole functional body of an enterprise is represented
by activities and processes, the processes being positioned under costs report,
horizontally related to the traditional splitting of the places of the costs.

- for product B: 9,237 + 20%Y = Y; B = 11,546 RON

Conclusions
Started through signals more or less shy 2 years ago, especially within the USA
economy, the world financial crisis, with direct and indirect repercussions upon the
world and national economies, is no longer something new. Small and large
companies, players from all areas of activity – from world-class ones
(giants/symbols of national economies of the most developed states in the world) to
the small investors, simple citizens – from the richest to the poorest – began to feel
the negative effects caused by the international financial crisis.
Many companies went bankrupt, some have temporarily suspended their activity,
others have reduced their workforce – increasing unemployment, decreasing of the
purchasing power and reducing the demand of goods from luxury to consumer.
At least the next 4-6 months will continue to be characterized by incertitude, but
managers will have to make decisions that will influence both short term results
and medium/long-term business development potential.
The price is a market and a reality instrument, which under the requirement of
linking the demand and the offer, obtains a complex character. This character, in
the context of the actual world economic crisis, is magnified by the market
characteristics in which it manifests and by the legislative framework that regulates
the formation of prices, it self perfectible.
The price of a good or a resource is an item that shows what you must give in order
to obtain that good or resource.
The reduction of the production cost determines the stability or even the reduction
of the prices, the increase in the products competitiveness in the competition battle
on the national market as well as on the external market.

Abstract
The difficult economical and financial climate that we are experiencing does not have to
prevent us from applying the measures for the protection and preservation of the
environment. The governments are bound to invest in the ―green‖ sector even in the
framework of a financial crisis, by adopting proper measures, which can have beneficial
effects for the economic revival as well. The liability for the management of the
environmental crisis, as well as of the world financial crisis belongs to all states in the
world because the deterioration of the environment is a global issue that affects the entire
planet. Being in the middle of a global economic recession, we cannot disregard this
sensitive field, because even the mere reduction of the Carbon emissions and the prevention
of the phenomenon of global warming remain essential objectives for the future of the
world economy, for the future of mankind. In this context, the European Union as well as
the other states of the world (G-20 London c. y.) demonstrates unity and initiative in
finding anti-crisis solutions at global level, in a decisive moment for the world economy. In
order to attain their goals and targets set in the ―Lisbon Strategy‖, while facing a world
economic crisis, the countries taking part in G-20 want to generate changes in order to
cope with the crisis ―challenges‖ and to act rapidly in order to stimulate the economic
growth, favouring the commercial exchanges and reducing the protectionism, in a desire to
the reorganize the international financial-currency system but also to provide a viable
ecologic future. The efforts at the level of the European Union, as well as the global efforts
for the preservation and protection of the environment need to be a priority regardless of
the economic situation.

The economic crisis has covered the entire world economy and is manifested
globally. Regardless of the level of development, the dimensions or the continent,
the states of the world are more or less involved. It is true that this crisis is
manifested with different intensity degrees in the developed capitalist countries, in
the developing countries or in the emerging countries. The world economic crisis
influences directly the contemporary global phenomena as well. Among these, the
environment is directly influenced by the present crisis, in the sense that the
investments directed for the purpose of environmental protection will be forced to
decrease. It is important to see to which state the environmental investments will
diminish and how will the states of the world react so that under these
We have to mention the fact that none of the above mentioned crises developed in
the same time as a world environmental crisis, and the world needs to make
considerable efforts, including financial ones, to stop it.
Actually, ―the current economic crisis is the result of the activity of a world
banking and financial sector with incorrect regulations, in which the executive
boards have overstressed the growth of companies‘ profit but also the personal
wellness by creating a culture of assuming risks at an overwhelming scale. The
toxic financial products, the ―new engineering‖, based on debts, have created the
illusion of value through the ―packing‖ the high risk assets (e.g. the mortgages over
the over valuated properties of the persons who did not afford them) and their
presentation on the market, as being high values with reduced risk and big profits.
Consequently, the prices of the properties in the U.S.A have begun to fall, and the
owners of properties could no longer pay their credits, belonging to the global
financial system, the latter transformed into vulnerable assets, their value being
questionable. Under these circumstances, the financial-banking institutions have
been forced to reconsider their positions, given the fact that they were registering
major loss, loss of liquidities and the ones excessively exposed have entered into
collapse. The repercussions have finally reached the real economy where the
investments are every time harder to accomplish, and the trust in the companies has
faded‖ (Hardisty, 2008).
The effects of the current crisis have struck the entire world in a moment when the
―tectonic movement‖ from the world economy has existed for over a decade. The
rise of China, India, Brazil and the resuscitation of a capitalist Russia have
determined a multi-polar world more accentuated than ever, with profound
economic and geopolitical reverberations. The fight for the control of the non
renewable resources (mostly oil and gas) illustrates the phenomenon. The world
economic crisis has highlighted the weaknesses of the policies that are
characterized more by fundamentalism than by pragmatism.
The specialists of the International Monetary Fund were recently stating that the
world economy will enter a longer and more serious recession than the previous
ones, before a ―slight‖ revival occurs. At international level, the global recession
and the financial crisis will most probably lead to an unprecedented decrease of
production, the world economy being compressed up to 1% in 2009, for the first
time since World War II (International Monetary Fund, World Economic Outlook,
2009).
Conclusions
It is a mere necessity to correlate environmental policies both at the level of
European Union Member States, as well as within the Union.
By means of coherent environmental policies permanently adapted to the
environmental policy objectives in the EU, the member states governments must
grant considerable funds for real investments in the use of renewable energies,
including the nuclear energy, by the means available to them: for example, by
means of fiscal incentives for the promotion of alternative energies or for waste
recycling. The E.U. must reduce the energy consumption by focusing on energetic
efficiency and by promoting the sustainable production of renewable resources.
The world economic crisis may be an opportunity to solve the environmental
problems, by building a ―green‖ economy and by providing massive environmental
investments, as well as by the substantial reduction of greenhouse gas emissions in
order to stop global warming.
The international community shall have to support the enforcement of new
international mechanisms in order to cope with climate changes and to manage
their inevitable impact. This is a crucial moment for the E.U, as it has to adopt
concrete measures in order to prove its support for environmental protection at
global level and to provide, together with the other major economic powers in the
world, the necessary financial resources for the poorest and most vulnerable
countries, for the reduction of greenhouse gas emissions, as well as for the

Abstract
The global financial crisis is spilling over into the real economy where goods and non-
financial services are made and traded. Different economies are affected differently. But
trying to protect the status quo by dampening competition would be an error.
In summary, I will argue that competition law and policy has passed, over the past 15
years, through a period that may be called ―the golden age‖. But this was a period of high
global growth rates when policymakers were ready to endorse pro-market economic
policies, in part, because some of the more severe disorders of economic reform were
cushioned by high growth.
However, the reverse of the coin eventually occurred. The economies worldwide started to
experience a period of low growth, even recession. This is, without any doubt, a period
where citizens and national producers will be urging for protection from market forces.
This time, their lobby is being directed towards policy-makers so that they would eventually
subordinate pro-market competition policies to state-centred social and industrial policies,
and it will further increase by hard evidence of the market failure‘s deepness.
That is why now, more than ever, competition authorities are called to smoothly adjust to
this new context and to continue to advocate for a level paying field and competitive
markets. To prove all these allegations, I will come back in time in order to outline the
premises for the development of competition law and policy at global level. Such a
retrospective assessment will eventually help us to understand the challenges that
competition law and policy has to cope in this period of economic retrenchment.
In the end, I will draw upon the competition law and policy possible legal responses in this
changed backdrop.

Introduction
The premises for the development of competition law and policy at global level
A larger and increasing confidence of the public in the capacity of the competitive
markets to produce positive results both for the consumers and for the economy
has evolved over the last 15 years. As a corrolar, one can easily observe that if in
early ‗90s, there were in place only 14 competition authorities all over the world, at
the end of that decade, their number increased little under 100 and this trend can be

Competition is central to well-functioning markets. But, in a recession, competition
agencies often face a difficult trade-off between doing work that addresses real
harm and addressing issues that raise huge public concerns but where there is not a
competition problem, or not an intervention that could make things better.
Therefore, probably in such a context, the advocacy policy should be put into
practice more intensely than ever. Only such an attitude coming from a competition
authority can guarantee the supremacy of competition policy when new regulations
and political initiatives come into force. In other words, it is extremely essential an
increased and well functioning dialogue between the competition authority,
financial regulators and Governmental institutions in the process of drafting due
policies relating to the financial and non-financial sector so to prevent their
potential anticompetitive effects.
I have underlined throughout the paper that the flexibility of competition policy is
required in the current economic context but this flexibility must not be understood
in the sense of setting aside the application of competition principles but in the
sense of relaxing working procedures both in the economic concentrations and
state aid fields.
To answer the key question addressed throughout the paper i.e. whether
competition policy will lose or not its major role in market regulation in the context
of the current economic and financial crisis, I will conclude by arguing that without
any doubt, competition policy may be part of the solution, by preserving incentives
for competition in the long-run, sticking to the current system of merger control
and not allowing states to create inefficient national champions, stopping those
who want to take the easy road of protectionism and going soft on the competition

Abstract
The content and complexity of defining the populations‘ state of health make quite difficult
the attempt to precisely indicate what a health system is, where it begins and where it ends.
In the context of the rigor of this research project, we accept the official definition of the
World Health Organization (WHO): „A health system including all activities whose
essential purpose is the promotion, restoration or preservation of health‖. This definition of
a health system does not presuppose any particular degree of integration and does not
imply, as an obligation, the presence of a person in charge of the general administration of
the activities that make up the system. In this meaning, each country has a health system,
designed from the perspective of the requirements to ensure the equity and efficiency of
social and population‘s health care policies. But, considering the fact that people‘s health
constituted a national priority, the responsibility for the performance of a country‘s heath
system belongs to the government, as general administrator. General administration is
permanent and calls for the supervision of the functioning of the entire system.
Health is a characteristic of an inalienable good and it resembles, to a small extent, other
forms of human capital, such as education, professional knowledge or sportive
performances. However, it differs from them in certain essential points. It is subjected to
the important and unpredictable risks that are, essentially, independent from one another
and it cannot be accumulated, as knowledge and skills. These characteristics confirm the
fact that health is totally different from all other goods that people insure against theft or
hazard and, therefore, the illness insurance is much more complex that any other type of
insurance. The impossibility to replace the body and the absence, in what concerns it, of a
price, prevents the setting of a ceiling for health expenses in case of buying back an
insurance policy.

The present work proposes to realize o complex research of the accounting and fiscal
perspective of fixed assets. A special attention will be given to the opportunity and the
efficiency of the investment as an instrument in the management decision for the
development of a company.
The accounting theory will find in the present work a complex approach on the subject of
the investment in fixed assets especially while the investors and the owners of fixed assets
as well as the fiscal and legal authorities will find in it a clear mention and explanation of
all the present interpretations on this theme.
Many aspects that a company has to take into account in its development strategy find
themselves out in the financing programs regarding a maximization of the profit through
investment of the capital in tangible and intangible assets, implementing of new
technologies, measures for protection of the medium or financial investments.
The company is the driving force of the economy and the company that moves after a
strategy based on competitive know how is the future of the economy. The present work
aims to offer this know how to the companies.
The work treats in detail the aspect of the capital investment in long term assets , the
obligations and risks that this investment involves, the efficiency of the investment and its
effects on the development of the business.
The work start from the concept of" assets ".I tried the reflection at the some time of the
common points and the differences to immobilizations approach between as part as
International Standards of Financial Report issued by IASB and OMFP nr. 1752/ 2005
for the approval of Accounting Rules according to Europe Directives.
Theoretical and scientific support of work is the ensemble of concepts, princes, researches,
studies of cases, techniques of audit and the acknowledged methods of management from
the special national or international literature.

Abstract
The paper aims to analyze the consequences of the world crisis on IT investments from
various points of view.
Firstly, the paper takes into consideration IT providers‘ and IT manufacturers‘ strategy
changes due to the crisis, including their new pricing policies , strategic alliances among
them and partnerships to surmount the crisis‘s effects. An interesting strategy could be
observed among IT companies, as the market leaders took advantage of the crisis situation
to purchase those peers that had important market shares but could not overcome the crisis
effects. These strategies are accompanied by protecting measures where IT manufacturers
reorganize their territorial structures of production and assembling, focusing productive
activities in the business‘s country of origin.
Secondly, the paper analyzes the economic agents‘ behavior and their new positioning with
regard to the IT field. Various IT branches were affected differently: fields like networks
and communications kept the same allocated budget and , in some cases, increased the
investments, on the contrary ERP projects were dramatically affected by the crisis. The
very essence of IT changed inside the enterprise, evolving from a consultant and
operational factor to a source for decisions of economic recovery .
According to current research studies, it is estimated that the crisis‘ impact on IT
investments shall spread over time until 2012 and therefore, adopting the right IT strategy
for the following years is subject to controversy debating nowadays. An overview of the
current points of view is carried out in the article.
Introduction
During actual economic crisis, both IT providers and their beneficiaries needed to
review the IT strategy in order to surmount the financial loss. IT providers opted
for partnerships and strategic acquisitions to empower their product portfolio,
while end-user companies redesigned the IT investment strategy and revised
undergoing IT projects‘ opportunity.

Abstract
Staffing a collection call centre, in a period of crisis, requires more than hiring the most
qualified applicants. Collection managers must define a recruiting, hiring and staffing plan
to meet inbound call service levels and maximize outbound calling during optimal
customer contact times, usually on nights and weekends. Job candidates who have prior
telephone job experience, especially in telemarketing or customer service, have proven to
be successful collectors because of their skill sets and experience. Screening collectors
through testing has proven to be a reliable tool to assist managers in the selection process.
Staffing the call centre operation with the right balance between full time and part time
collectors will assist in meeting department targets. There are many creative ways to
schedule collectors to cover all the required hours. Management must be prepared to offset
‗irregular‘ staffing hours, especially on nights and weekends, with incentive, perks and
benefits so they can recruit and retain a reliable staff to place outbound calls during the
best times to reach the customer. A consistent hiring policy that is constantly evaluated and
improved will help reduce turnover by recruiting and staffing the most qualified collectors
for the job.

Introduction
Financial crisis has affected all fields of activity. In banking it all started in August
2008, when banks began to face a crisis of liquidity and also occurs, "invisible", a
crisis of lack of trust.
The first decision taken by the banks was ceasing loans. Simply, bank employees
were not allowed to give loans to individuals or legal entities. Since the pressure of
customers was too high the banks decided to increase interest rates. According to
the online newspaper ― Financial Week‖ (2008, October, 24) there were banks
which have changed the interest, in sense of increasing it in one month, three times.
In this way cash assets remained within the bank; and the bank with the most cash
wins in this bloody fight for survival. There were many banks that have merged in
staid of closing.
If the activity of granting loans stopped, bank employees from sales departments,
verification and approval of loans had to be shifted to other departments.
Collection work can be stressful and demanding and collectors must strike a
balance between productivity and effectiveness. When working in a manual
environment, collectors are able to work long hours, although the risk of burnout
and turnover is high when shifts are not limited to eight hours per day. Some
general best practices for collections staffing can be:
Staff heavily on nights and weekends
Include Saturday and Sunday scheduling on every weekend
Create calling campaigns for customers who have been attempted but not
reached by telephone or other high to medium risk accounts and prioritize calls
to these customers on evenings and weekends
Conclusions
Collection supervisors motivate the collection team while imposing discipline and
are the backbone of the collection call centre. Without effective supervision,
collection departments would be disorderly and ineffective. The most time –
consuming daily challenge collection supervisor‘s encounter is human resource
management. Supervising a floor of collectors requires documenting policies and
standards for recruiting, screening, hiring, staffing, scheduling and handling
burnout and turnover. To meet collection goals, a crew of collectors must be on
time, productive throughout the day and scheduled optimally according to inbound

Abstract
According to the accounting practice and doctrine in various countries on the background
of modern economy, the accounting profession has several stages of training and legal
competence, as follows: the certified accountant, the chartered accountant, the auditor. The
accounting profession has got due to the reform of the public accounting system in most of
the European countries new meanings. Thus, the professional accountant of the public
sector becomes a counselor of the public manager, and the professional knowledge
becomes more and more complex. As a result of the globalization of economy and the
development of the financial and accounting system, the professional accountant gets solid
knowledge in the line of human resources, management, but also of integrated IT systems.

The public sector accounting has gone through numerous changes since 1990 not
only at an European level, but also at a national level. This phenomenon is part of
the ample process of international accounting normalization, which materialized by
adopting the International Public Sector Accounting Standards.
Although accounting has ancient origins, dating back to Antiquity, it grew as a
science in the 15th century due to the spreading of the accounting method of the
double registration in the modern ages, accounting not only furnished data for
book-keeping, but also it proved to be the starting point in financial analysis,
prognosis and evaluation.
Accounting has evolved a lot, especially in the last two decades which set up a high
level of skills and abilities for the accounting professionals. Thus, the professional
accountant has become a real counselor in management with an important role in
business development and in promoting marketing strategies.

Abstract
Innovation activity is aimed at the generation, assimilation and exploitation of research-
development in the socio-economic field. Innovation is defined usually as the production,
assimilation or exploitation with success of the newbness in economic and social area. In a
dynamic economic environment, with a specific behavior for nonlinear complex systems, it
poses a new challenge before organizations: innovation as an essential part of daily
activities. Until recently, quality and productivity were key in ensuring the competitiveness
of an organization, today it requires a new approach: product innovation and services
innovation, which enforce the management innovation. Innovation involves, on one hand,
creativity and on the other hand, placing with success the process of creativity. The
research aims to produce knowledge, where knowledge is well caught in the working
procedures so that they can sustain products, technologies and services, talking all in all
about development.
The three key pillars of the knowledge society: EDUCATION - RESEARCH -
INNOVATION do represent key factors in ensuring competitiveness and cooperation in the
global socio-economic development. Training human resources for the new society /
knowledge-based economy requires an integrative vision for the entire lifecycle with the
adjustment means and methods specific to each stage in close correlation with the

An attempt to adapt the scoring table (Scoreboard) for innovation in Romania
offers interesting signals. Technical compatibility is questionable, but we try to
focus our attention on the limitations and the different interpretations that may be
indicators in the specific context of Romania. We agree with the statement, that the
scoring table is a kind of whole set of indicators ("flagship") after which you
should focus more specialized scoring tables. We find this especially true for
countries in transition: a relatively large contribution to the change in profile was
initially involved in the industry, hotel industry, restaurants, transport and other
services. Small and medium enterprises in Romania is in second place in the
inclination to change the activity of construction firms, as Lithuania and Slovenia
after the trade (Amza and Bratianu, 2008).
