INTRODUCERE
Solvabilitatea unei societăți de asigurare poate fi definită, la modul cel mai simplu cu
putință, ca fiind capacitatea asigurătorului de a-şi onora angajamentele asumate.

În direcţia acestei reformări, Comisia Europeană, prin intermediul comitetului de
reglementare din domeniul asigurărilor IAA2 , a lansat în 2001 proiectul „Solvency II”, a
cărui aplicabilitate se doreşte pe deplin implementată la nivelul întregii comunităţi
europene la începutul anului 2014. Noul sistem de evaluare a solvabilităţii „Solvency II”
este destinat societăților de asigurari generale și de viaţă, cât şi societăților europene de
reasigurare. Sistemul trebuie să ofere autoritaţilor de control instrumentele şi capacitatea
necesară de a putea evalua prospectiv solvabilitatea societăților de (re)asigurare, el trebuie
să ţină cont de întreaga expunere la riscurie din asigurări şi deasemenea să se bucure de o
lizibilitate suficientă în vederea unei informări adecvate a clienţilor şi investitorilor.
Literatura actuarială din ultima vreme s-a dedicat cu generozitate modelării stocastice a
problemei alocării de capital. Se pot aminti în acest sens lucrări de referinţă cum sunt
Cummins, J. D. (2000) sau Myers, S and Read, J. (2001) iar mai recente Laeven, R. J. A.
and Goovaerts, M. J. (2004), Klueppelberg, C., et al.(2004).

DE LA SOLVENCY I LA SOLVENCY II
Proiectul Solvency II poate fi privit, atât într-o reprezentare pe verticală, cât și într-o
reprezentare pe orizontală. Reprezentarea pe vericală este dată de însăși construcția
sistemului, pe o structură cu trei piloni. Reprezentarea pe orizontală este dată de adaptarea
procesului Lamfalussy în asigurări. În urma preluării acestui proces de lucru, proiectul
Solvency II a urmat să se desfășoare pe patru nivele orizontale. Primul nivel s-a ocupat cu
elaborarea directivei europene cadru privind sistemul de solvabilitate, al doilea nivel are în
vedere elaborarea metodologiilor de implementare, al treilea nivel elaborează ghiduri de
supraveghere, iar ultimul nivel evaluează conformitatea și punerea în aplicare la nivelul
spațiului economic european.

Capitolul 3 propune o sintetiză, într-o formă unitară, a celor mai actuale abordări din
literatura de specialitate, privind măsurarea și modelarea riscului în asigurări, corelat cu
probabilitatea de ruină a societății de (re)asigurare. Cercetarea efectuată pentru acest

capitol se bazează pe cele mai importante lucrări și articole prezentate în cadrul unor
congrese internaționale sau publicate în edituri și reviste internaționale de prestigiu.

― Societățile de asigurare și de reasigurare pot folosi, pentru modelul lor intern,
o altă perioadă de timp sau o altă măsură a riscurilor decât cele prevăzute la
articolul 101 alineatul (3)…‖.

EVALUAREA NIVELULUI DE PRUDENȚIALITATE DIN SOLVENCY II PE
BAZA TEORIEI VALORILOR EXTREME
Problema reglementări sau dereglementării în asigurări este una viu disputată de fiecare
dată când se aduce în discuție reformarea sistemului reglementar. Dacă am imagina o axă,

având la un capăt nivelul cel mai scăzut al reglementării iar la celălat capăt nivelul cel mai
crescut al reglementării, atunci noțiunea de prudențialitate și-ar găsi nivelul optim, undeva
între aceste borne, nivel care este binențeles, adaptabil în funcție de natura schimbărilor din
piața asigurărilor. Studii cum sunt Grabowski, H. et al(1989), Harrington (2004), se
pronunță pe această temă încercând să stabiliească oportunitatea intervenției în piața
asigurărilor.
Solvency II integrează destul de bine cercetările științifice din domeniu, propunând odată
cu formula standard de calcul a cerinței de capital de solvabilitate(SCR) și condiții
incitative, adresate managementului societăților de asigurare și reasigurare, de întărire a
calității procesului intern de gestiune a riscurilor, realizând astfel o compensare a nivelului
cantitativ de prudențialitate cu cel calitativ, scopul final fiind întodeauna protejarea
asiguraților.

În cadrul demersului de adecvare a capitalului propriu, un interes deosebit este acordat
estimării rezevelor tehnice cu marjă de risc, componentă care în totalul pasivelor reprezintă
ponderea principală. Conform Solvency II rezervele tehnice ale societăților de
(re)asigurare vor trebui să fie determinate prin cel puţin două metode diferite. De regulă,
acestea vor fi ori una deterministă şi una stocastică, ori ambele stocastice. Se va reţine
măsura ce mai prudentă. Cele mai utilizate metode, dintre cele admise de Comisia
Europeană, pentru provizionare sunt metoda deterministă Chain Ladder şi varianta ei
stocastică concepută de Thomas Mack(1993,1999). Dezvoltări mai recente, care servesc, în
special, la determinarea rezervelor tehnice în cadrul modelelor interne, sunt metoda
Thomas Mack(2008) şi varianta Chain Ladder Bootstrap adaptată de England and Verrall
(2002).
CONCLUZII
Dintr-o analiză, plecată de la documente originale ale arhivelor electronice a celor mai
importante sisteme de solvabilitate aplicate în diferite țări din lume, am putut constata că
Solvency II este un sistem de ultimă generație integrând atât abordările bazate pe factori de
risc, cât și abordările dinamice bazate pe analiza de scenarii. Comparând nivelul de
prudențialitate, captat de formula standard Solvency II, cu formule similare din alte sisteme
de solvabilitate aplicate în asigurări, am evidențiat o mică superioaritate a sistemului
Solvency II, materializată, mai ales, prin integrarea în formula standard a beneficiilor
diversificării pe mai multe paliere.

Examinând modul de construcție a formulei standard din Solvency II, am constatat că
nivelul de prudențialitate captat, pentru calculul cerinței de capital de solvabilitate, are
două componente, una calitativă, dată de integrarea condițiilor incitative de îmbunătățire a
gestiunii riscului, iar alta cantitativă, exprimată de integrarea în construcția formulei a celor
mai noi abordări științifice cantitative cu privire la evaluarea riscurilor finaniciare.

Cele mai utilizate metode de determinare a rezervelor tehnice pentru daune sunt: metoda
standard Chain Lader şi metoda stocatică Mack. Pentru calculul marjei de risc, Comisia
Europeană avansează două metode de estimare: metoda quantilei şi metoda costului de
capital (CoC). Ultimul studiu cantitativ, efectuat în prezenta lucrare, mi-a permis să
analizez particularitățile de aplicare a metodelor de provizionare de către societățile de
asigurare de talie mică. Am constatat că societățile românești de talie mică pot fi
dezavantajate față de cele cu talie mai mare, deoarece nu vor avea posibilitatea să utilizeze,
pe deplin, facilitățile oferite de metodele moderne de provizionare, iar pe de altă parte, nu
vor putea beneficia, echitabil, de îmbunătățirea procesului intern de gestiune a riscurilor. O
soluție de ordin general pentru societățile de asigurare românești va fi o încercare de
coagulare, în ideea creșterii taliei, prin fuziune sau absorbție, fenomen care nu este străin
de piața românească de asigurări din ultimii ani.
