Abstract
soarelui, ultima însă nefiind o cultură semnificativă în celelalte state membre
UE.

Abstract
comercializării externe a economiei românești.
Introducere
Părintele Avuției națiunilor, Adam Smith a remarcat efectele pozitive
secular, A.D.
excedentare.

TRENDS IN ROMANIA’S EXTERNAL TRADE,
DURING THE LAST TWO DECADES

Abstract
The paper describes, statistically and instrumentally, in a succinct yet
coherent manner, the combined or disparate flows, which were partially offset,
but mostly completed with a very important deficit in the last two decades’
foreign trade in the Romanian economy. After a short repertoire of a number
of reference papers dedicated to the statistical analyses conducted in Romania
on this issue and their authors, a major section describes some trends of the
external marketing in the national economy after 1995. The signals for the
past five years in the national economy are encouraging; however, progress
having a destination defined by a natural surplus of Romania’s foreign trade
balance, as a major pilot indicator, is a lengthy evolution, and especially one
to be expected for the next decade in the most optimistic variant.
Key words: foreign trade, export, import, coverage, unit value indices
(UVI), indices of the exchange rate.
Introduction
Adam Smith, the author of The Wealth of Nations, noted the
positive effects of international trade on the growth and development of
world economies, while, in Romania’s economic history, with a significant
yet understandable century-long time lag, A.D. Xenopol emphasized the
capacity and visibility of “a country’s foreign trade [...] as the safest mirror
of its economic state and position, which by its export shows the people’s
production power, and, judging by the objects imported one can clearly see
to what extent that nations is economically dependent on other nations”. The
contrasting, and partly compensated character of the flows of export – and
especially of import flows – was noted by none other than Gustave Flaubert,
who believed, and expressed it in his own personal literary style full of great
plasticity, that import was “the worm that eats trade”, thus highlighting and
anticipating the devastating impact of an uncompensated balance and a chronic
deficit of a type of damaging or ruinous external trade. Any statistical analysis
of Romania’s foreign trade will be made under the impact of the certainty
Thus, the exports after 2010 had a higher increase than the imports,
and the fact that there was a relatively low competitive start basis, against the
background of an economy focused on an industry undergoing a very ample
process of contraction, can practically account for the existence, in the past,
of a chronic inability of the Romanian economy to export compared to the
imports for nearly a decade and a half.
Evolution of the flow of imports and exports, and the trade balance
Figure 3
From the data in Table 3 one can notice that the coverage of imports
by exports, calculated as ratio between the value of exports FOB (in Euro)
and the value of imports CIF (in euros), is less than 100% throughout the
period under review, a result which means that Romania does not, through
its export activity, compensate imports, a situation that is actually reflected in
the trade deficit. It should be noted that, over the last seven consecutive years,
the coefficient of coverage of import by export of services is greater than one,
which leads to a lower trade deficit; hence, in the last year the overall coverage
was 99.26%, the best result throughout the period analysed.
Another significant aspect of external trade is the analysis of the share of the
goods and services in the total exports and imports. The liberalization trade policy
adopted by Romania in 1990 aimed at openness of the country to the world, and the
situation would have been positive if there had not existed imbalances generated by
the trade balance, the deficit of which, of 5% to 14% throughout the period analyzed,
affected the internal balance. To sustain this trade deficit, Romania had to seek
resources from external financing, and as a result, perpetuating this deficit further
eroded the GDP, which required, in the form of feedback, a reduction in imports by
any means possible, in the context of crisis or recession pressure, when a significant
increase in exports seemed impossible (since it involves competitive products,
that is a massive restructuring of national economy, or its re-industrialization and
reorientation towards the sphere of the services). The data in Table 4 show the
indicators illustrating the opening of Romania’s economy as to its foreign trade,
which reflects its involvement in foreign trade in the period under review.
To get that intensity indicator the following factors were determined:
• the share of exports (FOB) in GDP, which indicates the proportion
of the GDP that is intended for foreign markets;
• the share of imports (CIF) in GDP, or the rate of balancing the
domestic resources through imports;
• the share of the trade balance (FOB-CIF, expressed in absolute
values) in GDP;
• the degree (the ratio) of opening, or trade intensity, calculated by
comparing the external trade, in euro, to GDP (determined as a
sum of exports FOB and CIF import against the volume of GDP, in
nominal values).

1. IqM < IqMobtainable represents an effect of improving the trade balance (maximizing the pre-
vious excedent or lowering the deficit in relation to the base period) as a result of an actual
import made under the obtainable limit according to the purchase power of the exports.
A Final Remark
The index of net exchange ratio expresses a well-supported and
professionalized development of an economic school of foreign trade that has
worked in international practice over the past two decades, an activity whose
quality was mostly good, which managed to get a term of exchange favourable
to the Romanian economy in international trade in the overwhelming majority
of the period (it failed to get values greater than 1 or 100% only in 2002
and 2013). The price scissors, derived from a INER below the admitted level,
signals a situation of gratuitous cession of newly created national value for
businesses and the economy of Romania as a whole to remain on certain
international markets, especially the EU market. The pilot indicator of foreign
trade or marketing is still the external trade deficit, and unfortunately Romania
still needs many years of favourable evolution and economic development
until strictly surplus results are obtained.

Abstract

Abstract
The analysis of the Gross Domestic Product provides a high-level overview
on the evolution of the Romanian economy. In this paper, the authors outline the
main aspects regarding the progress of the GDP, as main indicator of the economic
growth: the quarterly evolution of GDP – gross and adjusted series, the analysis
on categories of sources, the contribution of various uses to the formation of
GDP. Also, the authors discuss some external factors that impact on the dynamic
of the indicator, such as the political changes. The evolution and situation for
2015 is also important from another viewpoint: it represents a base for the future,
especially for 2016. The evolutions of the global economy raise some concerns on
the possibility of another shock, thus the monitoring of macroeconomic trends is
especially sensitive and the results can be used by decision makers.
Key words: GDP, evolution, activity, seasonal, contributions,
resources
The analysis of the Gross Domestic Product, the most complex result
indicator for Romania, is of great importance. This happens, partly, because
the specialized international institutions issued certain forecasts regarding
the evolution of this indicator for the next years; and, on the other hand, The
Romanian Institute for Economic Forecasting made evaluations on this topic. In
November 2015 when took place an interesting government change, followed
by an election year 2016, the macroeconomic activity still goes on following
no development program, while most of activities follow the initial platform of
USL easily amendable by PSD and other co-allied political parties platforms.
It is important to notice that that in the first trimester of 2015, compared
to the previous trimester, the GDP, increased by 1,1% in real terms.
As against the fourth trimester of 2014, the GDP registered an increase
of 3.7% on the gross series and 3.8% for the seasonable adjusted series on the
same trimester of 2015.
As for the analysis of data comprised in the table no.1, between 2013
and 2015, compared to the similar period of the last year, for each trimester
the GDP registered increases, both for gross series, and for the seasonal
adjusted series. The less increases were registered regularly in the second
trimester of each year. Compared to the trimester achievements in all three
years, there were increases as consequence of a good managerial activity at
macroeconomic level. For the 12 analyzed trimesters, a decrease of 0.3% was
registered as against the previous month for the second trimester of 2015. As
to the annual growth compared to previous year, increases are registered as
follows: 103.5% in 2013 as against 2012, 103% in 2014 as against 2013, and
103.7% in 2015 as against 2014. The calculations were made according to the
methodology used for the gross data series. In absolute expression, the GDP
for each trimester in 2015 is presented in the table no.2.
Source: The National Institute of Statistics, press release no.58/8 March 2016
The estimated GDP for the IV trimester in 2015 was 209,996.0 million
Lei in current prices, increasing in real terms with 3.7% as against the IV
trimester in 2014.
The GDP estimated for 2015 was 710,266.6 million Lei in current
increasing in real terms with 3.7% as against 2014.
Data regarding the GDP in current prices, volume indices and deflator
indices, gross series and seasonal adjusted series for the IV trimester in 2015
are analyzed.
For the GDP increase for 2015 all economic branches are implied,
except for the agriculture, forestry and fishing activities. Thus, important
contributions came from wholesale and retail, autos and motor repair,
transportation and storage, hotels and restaurants by 15.8% weight in GDP,
and an increase of activity volume with a 6.4% increase. For construction
activities, an increase of 8.8% was registered with a weight of 7.4% in GDP
formation. Communications and information, with a reduced weight in GDP
formation (5.7%), registered a significant increase of the activity volume of
11.8% in 2015 as against 2014. In 2015, industry weight was increased as to
the GDP formation and registered a 2.0% increased activity. The net taxes
per product had have a 12.1% weight in GDP formation with an increased
volume of activity of 5.7%.
These activities shared 15.8% from GDP, with activities increased by
.4% in 2015 as against 2014.

Conclusions
The in-depth analysis of the Gross Domestic Product, as presented in
this paper, provides key information on the macro-economic status of Romania.
The evolutions of the main indicator are characterized by the influence of
various factors, and the new information adds value to the study.
The economic achievements for 2015 represent an important
marker for the social-economic evolution of Romania for 2016. This year
seems to be extremely significant with regard to the actual context where
the evolutions of the central Asian countries seem to configure the risk of a

Abstract

Abstract
The Treaty for Stability, Coordination and Governance was signed in
2012 by 25 European Union member states, including countries that have not
yet joined the euro area. This means that when these countries join the euro
area it will be required to comply with the provisions arising from the Treaty.
Essentially, it can be said that the deficit countries that are not part of the
eurozone are lower than those of the countries that joined the euro.
Key Words: Euro, Treaty on Stability, Coordination and Governance,
member states, European Union, structural deficit.
JEL Classification: F 15, F 33, H 62
I believe that all European Union member states which faced the
effects of economic and political crisis should develop appropriate strategies
for recovery action that negatively influence growth factors. We can also
appreciate that an economic analysis of Member States and non EU which
have achieved economic growth under the global crisis may help establish
ways to streamline the economies that have experienced significant deficits in
the current circumstances.
Daniel Daianu’s article published in the “Adevarul” newspaper
dated 03/14/2014 entitled “To be or not to be in the eurozone - the return of
“geopolitics “ discusses the impact of the Treaty for Stability, Coordination
and Governance on member states of the European Union.
The author makes an analysis on joining the euro area, where the
“geopolitics” may be in the spotlight. The analysis disregards the statement
“we will do whatever it takes to save the euro” (Mario Draghi, London, July
2012) and the European Central Bank’s shares and is based on the desire to
form a more integrated core of the European Union. Eurozone metamorphosis
is a difficult process that can leave them outside the member states, irrespective
of their control. This process updates on the importance of “geopolitics” in the

apreciere a monedei naţionale. Pe acest fond, elementul pozitiv al aprecierii
(instabilităţii) leului are efect negativ asupra exporturilor.

Abstract
In this paper, the authors analyze the international trade of Romania
in the recent years. The research overviews indicators such as the value of
imports and exports, the situation on groups of products, the valuation of trade
relation with partner countries inside and outside the EU, for both import, and
export. Also, there are emphasized the data segments that describe the most
favorable evolutions of the analyzed indicators.
Key words: export, import, goods, partners, excedent
After the increases recorded for each month during the year 2008
comparatively with the corresponding month of 2007, as far as the international
exchanges in 2009 and until 2012 are concerned, they are recording a
pronounced return, as percentage difference and, as the passage form the
positive to the negative growth, for both import and export.
After 2013, a revival of export is experienced.
If considering the export, certain groups of goods recorded increases
(for instance, the conveyance vehicles), while in the import case there is the
group of chemicals and plastics which increased.
The majority of the groups of goods recorded decreases, the most
affected being the metallurgical products and mineral products in terms of export,
as well as the conveyance vehicles and mineral products in terms of import. From
the point of view of the way the imports and the exports have been achieved
by the three groups (defined, depending on the processing level, as after active
processing, for passive processing) , the structure has been as follows:
• As to export: final exports – 49.2%; exports after active processing
– 49.3% and exports for passive processing – 1.5%;
• As to import: final imports – 74.2%; imports for active processing
Conclusions
Along with the effects of the economic and financial crisis, another
element which generated a slower rhythm of evolution of the exports and imports,
consists of the fact that the process of privatization and restructuring involved
the closing-up of a number of companies or autonomous State supervised
administrations, as well as of the fact that the quality of the manufactured
products was not in the position to meet the foreign customers requirements.
The main aspect apart the export structure by major categories of
goods (capital, intermediary and consumption goods) is represented by the
fact that the massive reduction of the exchange of intermediary goods, mainly
as far as the import are concerned was of the nature to diminish the productive
capacity of the industry and other activities as well, during the last months
of the year 2008, jeopardizing meantime the perspective of the economic
activities for the months to come.

Concluzii
