INTRODUCERE

Societatile de clasificare editeaza o serie de publicatii referitoare la diferite


aspecte din viata navei, publicatii care au rolul de a ghida comandantii navelor si
implicit echipajele in ceea ce priveste modul de intretinere in bune conditii a
navei, masurile care trebuie luate pentru evitarea arestarii navelor sau retinerii
acestora in porturi din partea diferitelor autoritati.
Bazandu-se pe ideile, propunerile si comentariile primite din partea armatorilor
navelor, aceste recomandari continute in diferitele publicatii sunt periodic
revizuite si modificate in functie de cerintele existente la momentul respectiv.
Unele cerinte din partea societatilor de clasificare au caracter obligatoriu,
altele sunt cu titlu de recomandare.
Comandantii navelor si sefii mecanici au obligatia contractuala dar in
primul rand morala de a mentine nava in permanenta stare de siguranta si de a
performa la bordul navelor lucrarile de intretinere planificate.
Pe langa instructiunile primite din partea companiilor armatoare,
recomandarile si specificatiile primite din partea societatii de clasificare, societate
care certifica clasa navei, sunt bine venite in scopul cresterii sigurantei si
securitatii maritime.
In lucrarea de fata voi face referire la reglementarile, cerintele si indicatiile
Societatii de Clasificare Nippon Kaiji Kyokai, prescurtat NKK sau Class NK,
referitor la masurile care trebuie luate de catre comandant la bordul navelor care
au clasa NK, pentru buna intretinere si exploatare a navei.
Lucrarea este un ghid care prezinta diferite aspecte privind indicatiile,
multe dintre ele fiind asemanatoare si altor societati de clasificare, atat pentru
lucrarile de intretinere curente cat si pentru aspecte precum: securitatea,
contoale din partea Port State sau alte autoritati portuare si siguranta navei.
Problemele tratate in lucrare nu sunt limitative, am cautat sa cuprind
principalele masuri care trebuie sa fie luate la bord atat din punct de vedere al
lucrarilor in sine cat si in ceea ce priveste sistemul managerial al sigurantei si
securitatii.
Deoarece la bordul navelor echipajele sunt multinationale si documentele,
certificatele navei sunt in limba engleza, am lasat unele “Check list-uri” in limba
engleza deoarece ele asa trebuie intelese si orice traducere a acestora in limba
materna a membrilor din echipaj poate duce la neintelegeri sau neclaritati.

Recomandarile NKK catre comandantii navelor

Comandantii navelor sunt sfatuiti sa utilizeze intotdeauna inaintea oricarei


activitati, acolo unde este cazul, listele de control, “check list” tinand cont de
urmatoarele aspecte:
1. Comandantul navei verifica cu regularitate starea navei in
conformitate cu “Check list no. 1”, cel putin odata pe luna sau la fiecare cateva
luni, functie de conditiile d eoperare ale navei, dar obligatoriu la cel putin 3 luni.
2. Fata de cele exprimate la punctul 1, Comandantul navei
va efectua verificarile periodice in conformitate cu “Check list no. 2”.
3. Verificarea conformarii cu cerintele ISM Code si ale ISPS
Code se va efectua in conformitate cu “Check list no.3 si 4 ” in aceleasi conditii
ca la punctul 1.
4. Comandantul si intregul echipaj trebuie sa cunoasca in
totalitate procedurile privind utilizarea mijloacelor de salvare, incluzand modul d
epornire al motorului barcii, pompa de incendiu de avarie si orice alt echipament
privind siguranta, sanatatea si protectia mediului. Vor fi efectuate periodic
exercitii de antrenament (“drills”). Comandantul si ofiterii navei vor fi familiarizati
foarte bine cu modul de operare si exploatare al motorului de propulsie,
instalatiei de guvernare si alte instalatii de la bord, echipamentele la care face
referire Conventia MARPOL 73/78 precum: separatoare de santina (alarma la 15
ppm), sisteme monitorizare deversari sau sisteme de gaz inert.
5. Comandantul trebuie sa se asigure ca membrii
echipajului, in cazul echipajelor multinationale, inteleg dispozitiile si ordinele
primite.
6. In cazul in care apar deficiente pe parcursul voiajului,
Comandantul navei trebuie sa ia toate masurile pentru remedierea acestora cat
mai repede
7. In cazul in care deficientele au fost constatate de catre
ofiterii Port State Control, Comandantul navei trebuie sa obtina o copie a
raportului deficientelor constatate si sa avizeze armatorul asupra acestor
deficiente.

CAPITOLUL II

Lista de verificare nr.2: Controlul din partea Port State


Principalele deficiente constatate

In urma analizarii listelor deficientelor constatate de catre controlul din


partea statului in care se afla portul in care nava opereaza, mai pe scurt Port
State Control (PSC), s-a observat ca o serie de neconformitati, deficiente, lipsuri
sunt comune, se regasesc pe lista de control a navelor, aflate sub diferite
pavilioane.
Aceste deficiente, pe care inspectorii Port State Control le trec in foaia de
observatii sub forma de coduri, sunt listate in tabelul de mai jos.
Lista de verificare (“Check List”) este foarte usor de urmarit si este
obligatia comandantului navei de a face verificarile recomandate pe perioada
voiajului si NU in ultima clipa.
Este obligatia comandantului sa tina nava in buna stare de navigabilitate
tot timpul, sa confirme ca nava este pregatita, dotata, echipata si ca se
conformeaza cu prevederile internationale privind siguranta echipajului, a
navigatiei, marfii, mediului inconjurator.
Recomandarile au rolul de a instrui, sfatui, aviza comandantii si sefii
mecanici ai navelor in vederea reducerii observatiilor si non conformitatilor, a
reducerii cazurilor in care navele sunt retinute in port de catre autoritatile statului.

Ventilatoarele mecanice trebuie intretinute in conditii bune de functionare si se va


verifica starea lor fizica, la exterior cat si la interior.
Urmatoarele puncte trebuie verificate:

1) Rugina, coroziune, gauri in carcasa ventilatorului: verificarea se face vizual si prin


ciocanire, se verifica sa nu cada rugina sau sa existe gauri. Daca acestea exista se va
inlocui carcasa.
ATENTIE: Nu se accepta sudura prin “dublarea” zonei corodate.

3. Marcaje “Deschis – Inchis” si functionalitatea manetelor de inchidere/deschidere:


verificarea se face vizual, se misca pe pozitie menetele de inchidere/deschidere ale
flapsurilor. Daca nu exista marcaje acestea vor fi efectuate si daca manetele sunt
intepenite, se vor gresa, eventual schimba.

2.Tubulaturi ventilatie si ventilarea naturala

Tubulaturile de aer ale ventilatoarelor si cele ale ventilatiei naturale trebuie sa fie
in stare buna si verificate la interior/ exterior.
Se urmaresc urmatoarele puncte:

1. Coroziunea ori degradarea tubulaturilor de aer : Se efectueaza inspectia vizuala sau


prin ciocanire. Se verifica starea, sa nu exoste rugina, coroziuni, gauri. In caz ca exista se
vor remedia, inlocui. Tubulatura corodata se va inlocui cu o tubulatura noua.
ATENTIE: nu se accepta lipirea, astuparea cu solutii chimice (chit, patty, etc.)

2. Flotoare blocate sau distruse: Se verifica vizual, prin deschiderea capacelor de


protectie, se urmareste ca flotoarele sa fie libere, sa se miste sus/jos. Daca prezinta
indoituri, avarii, se vor schimba. Cele care sunt “inghetate”, blocate, se vor curata si se
vor repune pe pozitie.

4. Echipamantul de filtrare uleiuri

Echipamantul de filtrare / separatorul trebuie sa fie operationala sis a dea alarma


la depasirea 15 ppm.
Principalale puncte de verificare sunt :

1. Testul probelor: Testarea periodica a apei filtrate, sa nu existe urme vizibile de ulei in
apa filtrata. Se va curata periodic separatorul si vasele care au continut probele pentru

2. Tubulaturi ilegale , improvizate: Inspewctarea vizuala, sa nu existe “By-pass” la

prin ciocanire. Se verifica starea capacelor, daca au rugina sau gauri, coroziuni.

3. Defectiuni, avarii, fisuri ale garniturilor de etansare: Inspectare vizuala, se


verifica starea garniturilor din cauciuc, se inlocuiesc cele deteriorate.

Pompa d eincendiu de avarie se testeaza periodic si se va urmari sa aiba suficienta
presiune iar echipajul sa fie familiarizat cu utilizarea ei.
Se verifica urmatoarele puncte:

1. Operarea neadecvata: Se verifica periodic presiunea si starea pompei, se verifica sa


opereze la parametrii ceruti astfel:
- presiunea la hidranti: 0.27 N/mm² nave peste 6000 GRT
- presiunea la hidranti: 0.25 N/mm² nave sub 6000 GRT
In caz ca nu se obtin rezultatele dorite se remediaza defectiunile.

7. Echipamentul radio MF/HF

Echipamentul radio trebuie sa fie operational tot timpul si ofiterii trebuie sa fie
familiarizati cu operarea acestuia.
Se verifica urmatoarele puncte:

1. Inoperabilitatea echipamentului radio: Se face testarea echipamentului pe curent


continu / alternativ. Se urmareste modul de functionare, s eface testarea conform
instructiunilor. Daca se constata defectiuni acestea se vor remedia, cu poiese rezerva de la
nava sau se cheama specialist de la uscat.

CONCLUZII

Buna stare de intretinere a navei reprezinta una dintre principalele indatoriri ale
echipajului.
O nava bine intretinuta ofera un plus de siguranta in calatoria pe mare.
Intretinerea navei nu trebuie efectuata numai in vederea diferitelor controale la
care nava este supusa in porturile de escala.
O nava buna, in stare de functionare la paremetrii ceruti duce la cresterea
increderii echipajului in fortele proprii si ii face mai increzatori in diferitele situatii mai
putin placute care pot apare pe perioada voiajului.
Armatorii navelor au obligatia de a sprijini echipajul in lucrarile de intretinere
prin aproviziuonarea navelor cu piesele de schimb necesare si cu materialele cerute in
vederea exploatarii navei in cele mai bune conditii.
Listele de verificare, editate de catre partile interesate in comertul maritim,
precum armatorii, societatile de clasificare, autoritatile portuare, societatile de asigurare,
au rolul de indruma echipajul navei asupra principalelor aspecte care trebuie urmarite in
vederea mentinerii navei in cea mai buna stare.
